Job Description

 

The International Rescue Committee (IRC) responds to the world's worst humanitarian crises and helps people survive and rebuild their lives. Present today in more than 40 countries, we are restoring safety, dignity and hope for millions of crises affected people who struggle to survive. IRC's mission is to help people whose lives and livelihoods are disrupted by conflict or disaster to survive, recover, and take charge of their future.

IRC began operations in Cameroon in 2016 to meet some of the growing needs of people affected by Boko Haram-related violence in the country's Far North. Assistance to displaced populations extends across the Far North, notably Mayo Sava, Mayo Tsanaga and Logone & Chari, by providing assistance to increase access to water and improve hygiene practices in the displaced communities and vulnerable hosts, cash support programs to enable poor families to meet basic needs and improve food security, and protection programs, particularly by meeting the specific needs of women and girls. The coordination office is in Yaoundé with field bases in Maroua and Kousseri.

Following the growing crisis in the North West and South West regions of Cameroon, IRC expanded its operations to the South West region in August 2018 and the North West region in December 2019. IRC provides vital humanitarian assistance to internally displaced populations, with a field base in Buea, Kumba and Bamenda.

IRC Cameroon is committed as expressed in its strategic action plan 2022, to continue providing essential humanitarian services, emphasizing on the need for secured communities and ensuring that affected populations can meet their basic needs, while re-enforcing beneficiaries’ resilience, especially women and girls.

The Women’s Protection and Empowerment (WPE) program within the international Rescue Committee is committed to combating gender-based violence) by provides assistance to survivors of gender-based violence (GBV).

The Case Management Assistant will be responsible for overseeing the implementation of the Women, Protection and Empowerment (WPE) activities at the safe spaces and implementing the mobile response in the affected areas, as directed by the WPE manager. This will include availability at the safe space to receive and manage cases referred by other actors, IRC staff, community focal points and those who will come themselves to seek the service. The Case Management Assistant will support GBV survivors in the case management process from start to finish and will follow up and advocate for access to other available services.

2.       Intervention zone

The Case Management Assistant will be based in the divisions of Fako, specifically in Muyuka community (women and girl safe space) and in the Mezam division (Bali).

3.       Responsibility

  • Under the direction supervision of the WPE Officer, the Case Management Assistant will:
  • Ensure the supervision, management, and follow-up of survivors' cases at the level of the safe space but also in the community.
  • Ensure that the care activity respects the guiding principles of case management, namely confidentiality, security, respect for dignity and non-discrimination.
  • Compliance with the criteria established by the WPE program, through the WPE program quality checklist.
  • Collect data on reported cases and ensure the availability of essential information on survivors' needs and necessary tools for medical referral or other necessary services (including post-rape kit, confidential and private places, data sheets, etc.)
  • Share a weekly and monthly report of assisted cases with your supervisor.
  • Present a quarterly analysis of GBV cases treated with his/her supervisor for programmatic guidance, including sensitization themes.
  • Set up an action plan with their survivor to allow follow-up and support in the implementation.
  • Maintain good relations internally with program staff and externally with other actors involved in GBV, namely medical providers for monitoring, support, and advocacy for access to services.
  • Actively participate in weekly WPE team meetings as well as in internal and external trainings, team retreats and other meetings or workshops.
  • Collaborate closely and effectively with those responsible for other sections within the WPE program.
  • Attend various meetings within and out of the IRC as requested by the WPE Case Management Officer, or the Program Manager/Coordinator; and
  • Participate fully in the distribution on dignity kits and related activities.
  • Perform other tasks requested by the WPE program hierarchy or necessary for the organization
  • Implement Girl Shine activities at the level of the WGSS: Identification of girls, composition of groups, animation of sessions, follow up of girls.

A.      Technical Quality

  • Be in permanent contact with health centers to ensure good medical care, and that the centers have post-rape kits;
  • Regularly updates the GBVIMS data collection tools and share the report with his supervisor and the M$E Officer.
  • Ensures the protection and retention of survivor information in a secure and confidential space.
  • Participates in capacity building of case management focal points on guiding principles and psychosocial support, referral to health centers and other available services.
  • Implements, under the supervision of the WPE officer and in collaboration with the M&E officer, the tools developed for monitoring the quality of the services provided by the health centers and his/her psychosocial focal points.
  • Assists the WPE Officer with the design and development of training modules on relevant topics for focal points and target groups.
  • Follows the guiding principles [respect, confidentiality, non-discrimination, security], and treat survivors with respect and compassion while maintaining confidentiality.
  • Ensures security, safety, and confidentiality of safe spaces in the intervention areas.

B.      Monitoring

  • Prepare and submit weekly/monthly plans/reports.
  • Proactively identify the challenges faced by psychosocial focal points, proposing solutions in line with the objectives and activities of the program.
  • Liaise with the IRC team to ensure good referral of cases between programs.
  • Carry out some assessments in implementing communities as  need arises.

C.      General

  • Adheres to the IRC Way (IRC Ethics).and safeguarding, anti-workplace harassment. Ensures the optimal implementation of the IRC Way in the working environment and during the implementation of activities.
  • Portrays exemplary good behavior by implementing both the IRC Way and humanitarian principles at home and in the society.
  • Is available to perform any other ad hoc task deemed useful by his / her direct supervisor or by the IRC.
  • Contributes to the production of the weekly report and the monthly report or any other reports requested by the supervisor.
  • Actively participates in weekly WPE team meetings as well as in internal and external trainings, team retreats and other meetings or workshops.
  • Collaborates closely and effectively with those responsible for other sections/field bases/communities within the WPE program.
  • Performs other tasks requested by the WPE program hierarchy.
  • Track complaints and document lessons learned, best practices.

D.      Other functions

  • Ensure that all activities will be implemented in accordance with IRC operational policies.
  • Other additional tasks assigned by the supervisor.

 

 

Qualifications

 

  • Holder of GCE Advanced level certificate/diploma or any equivalent certificate/diploma.
  • A minimum of one year of professional experience in a company or in an NGO, CSO with community development initiatives preferably, a proven capacity in community mobilization, identification, registration, and selection of beneficiaries is highly required.
  • Experience in case management, preferably in GBV case management
  • Good knowledge of GBV core concepts, guiding principles, and attitudes towards survivors
  • Understands and speaks local languages fluently and a good ability to speak and write English and pidgin English.
  • Have a good behavior and a respectful attitude towards beneficiaries, local authorities, community leaders, colleagues, and superiors.
  • Knowledge of other local languages of the community, as well as of the cultures and traditions of the community would be an asset.
  • Be flexible; be able to work in a team, sometimes under pressure and often in an unstable security environment.
  • Basic knowledge of computer tools: Word, Excel, Power Point and MS Outlook would be an asset.
  • Have a sense of organization and a strong ability to manage time.
  • Have excellent interpersonal and teamwork skills.
  • Be of Cameroonian Nationality.
