Minimum age: 35 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.
Description of task
Within the delegated authority and under the supervision of WASH Manager or his/her designated mandated representative(s), the UN Volunteer WASH PPP Specialist will:
- support activities that improve the ability of WASH UNICEF programme and WASH sector governing entities to design, manage, and enforce market-based, public-private partnership contracts and procurement processes for the delivery of Water and Sanitation services to communities in 129 communes in Madagascar ;
- interface with the UNICEF Supply and Finances Sections and Ministry of WASH to identify and design types of market-based contract models for water and Sanitation service provision and support the development of governing entities’ ability to manage procurement of private water service providers, as a member of the WASH section ;
- ensure contract accountability mechanisms are well-understood, reasonable, and implementable ;
- be responsible for the development of new contractual models with the Ministry of WASH and Decentralization, Regional Directorates of WASH, Municipalities Regional Government and capacity building/training for both governing entities and water and Sanitations service providers.

Experience remark
- At least 15 years of professional work experience and Minimum of 5 years in equivalent position with market-based models (PPP) for public services provision operations experience for large donor-funded projects or in the UN or other international development organization;
- Experience with PPP frameworks required; experience in the WASH sector and not only water is an asset.

· Experiences in capacity building and training support are a plus ;

· Sound security awareness.
