Eligibility criteria

Minimum age: 35 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

Within the delegated authority and under the supervision of UNODC’s Regional Representative for Central America and the Caribbean and his second reporting officer will be the Chief of the Human Trafficking and Migrant Smuggling Section, UNODC Headquarters or his/her designated mandated representative(s), the UN Volunteer Smuggling of Migrants Adviser will:

·         Provide advisory services, mentoring and guidance in investigating and/or prosecuting migrant smuggling, capacity building and technical cooperation activities in Costa Rica, Honduras and the Dominican Republic, including through at least two missions in Honduras and two missions in Dominican Republic.

·         Organize two joint workshops to enhance capacity of practitioners from Honduras and Costa Rica to investigate and prosecute smuggling of migrants, while upholding of the human rights of migrants object of smuggling;

·         Participate in preparing concept notes, agendas and other documentation; identify experts and participants; participate in preparing specialized technical assistance delivery tools on smuggling of migrants, such as manuals and guidelines.

·         Coordinate and liaise with the UNODC Regional Office for Central America and the Caribbean, UNODC HQ staff, and international Consultants recruited to Support implementation of the project;

·         Collect data and prepare inputs for programme performance reports as part of the monitoring, evaluation and learning plan;

·         Support the collection of information on modus operandi, trends and threats posed to the migrants by the operations of the criminal networks associated with trans-continental migrant smuggling for the preparation of country reports on smuggling of migrants for Costa Rica, the Dominican Republic, Honduras and Turks and Caicos;

·         Organize and facilitate meetings between practitioners from countries in Latin America and the Caribbean handling migrant smuggling cases to establish or reinforce communication channels and promote exchange of information; Fill in the duties for this assignment

·         Represent UNODC in the United Nations Country Team UNCT in Costa Rica

·         Support the Resident Coordinator on UNODC’s mandated area in the context of development reform, upon request.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

·         Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);

·         Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;

·         Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.

·         Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;

·         Assist with the UNV Buddy Programme for newly arrived UN Volunteers;

·         Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Advanced higher degree (Master’s or equivalent) in a relevant area, in law, criminology or related disciplines is required. A first-level university degree in similar fields.

·         At least 15 years of professional work experience at the national and/or international level in crime prevention and criminal justice, a substantial portion of which involving advising on investigations, intelligence, law enforcement and prosecution of smuggling of migrants or other forms of organized crime.

·         Excellent oral and written skills; excellent drafting, formulation, reporting skills.

·         Accuracy and professionalism in document production and editing;

·         Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;

·         Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;

·         Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;

·         Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;

·         Sound security awareness;

·         Have affinity with or interest in crime prevention and criminal justice volunteerism as a mechanism for durable development, and the UN System.
