Appointments with technical cooperation contracts do not confer the right to a career in the ILO nor to an automatic renewal of contract or a conversion for a commitment of another nature within the Organization. In addition, extensions of technical cooperation contracts are subject to the following elements, among others: the availability of funds, the continuity of the need for the functions performed and satisfactory services and conduct.

Introduction

 

The International Labor Organization (ILO) is the United Nations agency whose mission is to improve the access of men and women to decent and productive work, in conditions of freedom, equity, security and dignity. Its mandate is to promote rights at work, encourage the creation of decent jobs, develop social protection and strengthen dialogue in the search for solutions to problems in the world of work.

 

In Cameroon, the proportion of women exercising in home work is 78.7% against 21.3% of men (according to the 3rd Cameroon household survey (ECAM III)). This sector mainly recruits women and girls from the most marginalized strata, potential targets of all kinds of violence, harassment and discrimination in the workplace. This large proportion of domestic workers and their modest origins can lead to the understanding that they are more exposed to abuse in the workplace.

 

To protect them against all forms of violence and discrimination, particularly in the domestic sector, the International Labor Office (ILO), in close collaboration with the Ministry of Labor and Social Security (MINTSS) which provides leadership, intends implement a pilot capacity-building project for administrations and stakeholders responsible for the application of decent work regulations and procedures, including domestic workers, in order to improve coverage and quality of the services provided to them .

 

To this end, the ILO will recruit an Administrative and Financial Assistant to support the implementation of the planned activities.

 

Core Duties and Responsibilities

 

The incumbent will work under the general responsibility of the Director of ETD/BP-Yaoundé in Cameroon and under the direct supervision of the National Project Coordinator. 

 

The Administrative and Financial Assistant will carry out his work in accordance with the rules and regulations of the ILO. Therefore, he/she will have to perform the following tasks: 

 

Administrative tasks :

 

- Responsible for all day-to-day administrative tasks, including logistical support to Project staff, travel arrangements, visas, hotel booking, etc. to ensure timely administrative support in general and specific areas;
- Arrange appointments for the project manager, ILO officials and consultants who may support the project on a temporary basis, receive visitors, respond to inquiries, maintain office registers and project reference files project and related activities, send and receive e-mail and fax correspondence;

- Provide administrative and financial support for the organization of workshops and training organized by involving the Project partners;
- Draft correspondence and unusual replies and follow up on questions concerning the Project.

 

Financial tasks:

 

- Liaise with the focal points of the partners concerned on administrative and financial matters; Review partner financial reports/invoices to ensure compliance with financial regulations and ILO requirements.
- Record receipts and payments, verify the accuracy of calculations and completeness of supporting documents, and maintain a permanent status of awards against obligations;
- Classify and assign budget codes, verify and process payment requests and verify vouchers, prices and claim invoices;
- Check and correct accounting information files (computerized and/or manual) and identify incorrect data. 
- Prepare and modify budget data according to requests such as budget proposals, budget revisions and budget reformulation; quantify cost estimates and projected budget needs and assist in the preparation of budget statements;
- Assist in the preparation of contracts and the processing of payments for the project;
- Maintain Project financial transactions and reporting systems in accordance with ILO financial rules and regulations;
- Perform any other tasks assigned by the supervisor.

Qualifications required

 

Training

 

Have completed secondary school followed by training in management, accounting and/or finance, or another training deemed equivalent.

Experience

 

At least five years of experience in the areas of financial and administrative management; have good references in the organization of workshops, communication and public relations.
Professional experience in the United Nations System will be an added advantage.

Languages

 

Perfect knowledge of French or English (spoken and good writing skills) and ability to speak and work in the second

Skills

 


- Ability to process administrative and financial transactions, to keep financial and administrative documents, and to prepare related reports. Good computer skills, in particular the Windows office environment (Word, Excel, Access, Power point, etc.) as well as common accounting software. 

- Ability to conduct research on the Internet. Ability to work with confidential data and documents;

- Knowledge of project management practices and ability to quickly master the procedures specific to the ILO in administrative and financial matters; 

- Faculties of organization of one's own work. 

- Ability to integrate into a team and work under pressure.  

- Sense of responsibility and availability; 

- Ease in contacts with partners and ability to respond to their requests.

- Ability to write.

- Analytical skills and attention to detail.

- Ability to work in a multicultural environment and to adopt a non-discriminatory and gender-sensitive behavior
