Catholic Relief Services a Development Organization is seeking qualified, experienced, and highly motivated Senior Project Officer - Accountability who will facilitate the achievement of project objectives through coordinating and reporting on all country program accountability activities and providing accountability-related technical guidance and advice to staff and implementing partner(s) advancing CRS’ work serving the poor and vulnerable. You will work closely with the MEAL Coordinator to improve accountability systems for all CRS Cameroon projects and ensure that the country program projects apply best practices in accountability and constantly work towards improving the impact of its benefits to those we serve.

The position is based in Yaoundé/Cameroon

Primary Responsibilities:

· Organize and lead the implementation of all assigned CP’s accountability activities in line with CRS program quality principles, standards, and MEAL policies, procedures, and practices; donor MEAL requirements; and industry good practices.

· Ensure Feedback and Response Mechanism (FRM) data are used for learning to properly accompany project activities throughout the project cycle.

· Support accountability through coordinating project evaluation activities and guiding partners in their efforts to reflect on project experiences. Based on FRM data, analyze implementation challenges and report any inconsistencies and gaps to inform adjustments to plans and implementation schedules.

· Lead the roll-out, implementation and smooth running of country-level and project-level FRM. Support actively seeking and responding to feedback from all members of targeted communities and other stakeholders as defined by the FRM.

· Implement monitoring activities and processes according to the project’s Detailed Implementation Plan and MEAL system. Ensure the quality of FRM and monitoring data through annual data quality assessments.

· Ensure the FRM system is accessible, safe, confidential to country program projects communities and that they receive timely and appropriate response to their feedback.

· Coordinate and oversee accountability-related working relationships with all local project stakeholders and serve as FRM focal point with the project teams

· Supervise and perform ad hoc inspections of various accountability processes and resources at project sites to ensure timely accountability activities implementation and adherence to established process standards and procedures.

· Ensure proper tracking of resource use for project accountability activities through periodic budget reviews and follow-up with and assistance to implementing partner.

· Support and coordinate accountability capacity building and technical support activities to ensure accountability activities are implemented per project guidelines and standards.

· Optimize partner participation and capacity development in the implementation of accountability systems.

· Coordinate provision of any accountability-related logistical and administrative support to staff and partners.

· Ensure timely, project documentation for assigned accountability activities is complete with all required documents and is filed per agency and donor requirements.

· Assist with preparation of trends analysis reports and documentation of case studies and promising practices.

Qualifications and Experience:

· Master’s Degree required. Degree in social work, social sciences, international development, statistics, International Relations, or MEAL would be a plus.

· Minimum of 4 years of work experience in project support, ideally in the field of MEAL and for an NGO.

· Experience working with partners, participatory action planning and community engagement.

· Experience implementing and monitoring accountability systems and collecting relevant data with mobile devices.

· Experience using software for data analysis (PowerBI, SPSS, STATA, R, …).

· Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).

· Capacity strengthening experience is a plus.

Required Languages

· High level written and oral proficiency in French and English required.

· Additional local languages a plus.

· Good relationship management skills and the ability to work closely with local partners

· Proactive, results-oriented and service-oriented

· Attention to details, accuracy and timeliness in executing assigned responsibilities

Required Travel: Must be willing and able to travel up to 30%
