Senior Information Management System Assistant at IOM

JOB DESCRIPTION

I. ORGANIZATIONAL CONTEXT AND SCOPE

The violence of Boko Haram in the Lake Chad region has created a social, political, security and humanitarian crisis with adverse effects on the populations. The impact of the Boko Haram insurgency on north eastern Nigeria and its border regions in Niger, Chad and Cameroon has been considerable.

Humanitarian needs in Cameroon have never been higher than before the Boko Haram crisis. According to the recently updated Humanitarian Needs Overview (HNO) for 2020 (adapted to the COVID-19 context), approximately 6.2 million people (or one in four of the country’s total population) are in need of emergency assistance as the country copes with three humanitarian fronts, in addition to a global health crisis. 

Ongoing hostilities and violence in the Far North Region continue to trigger lower magnitude displacements due to sporadic attacks by Violent Extremist Organizations (VEOs) such as Boko Haram. Since the beginning of 2019, the Far North Region of Cameroon witnessed a resurgence in violence as ongoing hostilities have uprooted more than 293,000 IDPs, 112,000 Nigerian refugees and 117,000 returnees.  Under its ongoing regional program for Disengagement, Disassociation, Reintegration and Reconciliation (DDRR) for Lake Chad Basin (LCB) region, IOM has been providing capacity building and technical support to the National Disarmament, Demobilization and Reintegration (DDR) Committee (NDDRC) formed in November 2018 and other relevant entities to design a government-owned DDRR process for the Far North Region. 

In order to de-escalate the conflicts and create conditions conducive to social stability and human security, this project aims to strengthen community resilience and recovery in Cameroon by promoting social cohesion and economic empowerment in the Far North Region, including women who have so far been left out of formal DDRR processes, whilst conducting advocacy for context-based humanitarian development peace nexus work.  For the effective implementation of its project, the International Organization for Migration is looking for a qualified person for the post mentioned above.

Under the overall administrative supervision of the IOM Chief of Mission and Resource Management Officer in Cameroon, the direct supervision of IOM’s DDRR Program Manager in Yaoundé and in close coordination with the IOM Maroua DDRR Programme Manager, Programme Officers and Procurement and Logistics Unit, the successful candidate will be responsible and accountable for technical assessments and documentation, and other planning and preparatory work to  the implementation of activities in particular, related to the IOM database tool named Information Counselling and Reference Services (ICRS).  

 

II. RESPONSIBILITIES AND ACCOUNTABILITIES

He / She will monitor and report on all Information Counseling and Referral Services (ICRS) activities of the project. Its rigorous, service-oriented approach will ensure that the project consistently applies best practices and constantly works to improve the impact of its benefits for those we serve.

 

The following are the tasks associated with the position:

 

 

1.       Coordinate the development and enhancement of the integrated methodology for data collection, data entry and information packaging as required and needed by the program

2.       Elaborate data collection and data entry plan, define types of data/personal data to be collected for ICRS profiling, in line with IOM regulations related to data protection

3.       Coordinate the design, mapping, assessment and monitoring of beneficiaries and communities for the ICRS profiling exercises and make these data available for internal and external reports, visibility materials and publications.

4.       Manage the ICRS database assistant workers on data collection and data entry in assigning tasks and overseeing the quality work and performance.

5.       Train and support ICRS database assistant workers in the use, maintenance and support of ICRS database system

6.       Ensure data protection and security of data collected in the field, and train ICRS database assistant workers on personal data protection regulation in place at IOM

7.       Train and oversee field works related to data collection, data entry, survey, assessment and monitoring activities for the relevant exercises 

8.       Provide the needed support in software modifications, installation, network security, assessment, analyzing, developing, implementing and training on the database system as requested

9.       Produce timely reports and help in the distribution and monitoring of information requested

10.    Conduct data analysis and produce statistical data on timely basis commensurate to the needs and demands of the program and to inform the policy-making process of Management in relation to strategic direction of the Program

11.    Install and configure all windows server R2 versions.

12.    Install and configure Cisco routers.

13.    Coordinate and negotiate with local service providers the different technical needs for the project.

14.    Install and configure different versions of SQL databases.

15.    Perform such other duties as may be assigned. 

 

III. REQUIRED QUALIFICATIONS AND EXPERIENCE

EDUCATION

•        Bachelor’s degree in Computer Science, Information Technology, Database Management, Software Development, Mathematics, Statistics or a related field from an accredited academic institution with four years of relevant professional experience.

•        High School Degree/Certificate in any of the above listed fields with six years of relevant professional experience 

 

EXPERIENCE  

• Experience in Information Management, emergency humanitarian operations management and coordination of information flows, data management including collection, storing, processing, and analysing data to generate information products.

 

SKILLS  

•        In-depth knowledge of the latest technological developments in information technology and information system.

•        Proven skills to analyse statistical information.

•        Ability to compile and holistically analyse diverse datasets.

•        Experience with handling confidential data.

•        Demonstrated understanding of different data collection methodologies.

•        Experience in advanced data visualization and information design skills
