Security Assistant and NRC

JOB DESCRIPTION

1.       Role and responsibilities  

        a. Safety and Security Planning

·         Provide technical support to the area office on all policies, procedures, guidelines and planning for staff safety, operational security and program continuity in the Southwest;

·         Ensure compliance to NRC Security Standard Operating Procedures (SOPs) and minimum standards according the all Annexes
Work with Safety Officer to develop, consolidate and implement minimum standards, operating procedures and contingency plans;

·         Contribute to risk assessments of offices and residences. Follow up on actions to be taken to ensure compliance with safety and security standards.

·         Undertake continual assessments of equipment, and the protocols by which that equipment is used, to ensure that minimal conditions for security are being met.

·         Building Acceptance to empower and expand humanitarian programming.

·         Develop ongoing relationships with local authorities as needed and other actors within the field office.

·         Work to ensure that NRC, its mission and work in the region is known and accepted.

·         Work to encourage stakeholders to work with the NRC in ensuring that staff and programs are safe and allowed to continue humanitarian activities in Cameroun

·         Provide security input and advice in assessments to consider new NRC programs in new geographic areas.

·         In coordination with the Area Office liaise with relevant security actors e.g., NGO Security Focal Point, other NGO security coordinators, region UNDSS contacts, local community stakeholders, Governors, etc.
2. Specific responsibilities

           b. NRC Security Standards and Procedures

·         Ensuring that minimum operating security standards and procedures (MOSS & MOISS) are implemented in the field office and promptly report to supervisor when gaps are present –up to date list of safe havens etc.

·         Providing on the job capacity building and ad hoc trainings to NRC staff – program and support – on safety related topics.

·         Liaising with logistic team in order to ensure that communication equipment, NRC premises safety set up and contingency stocks are in place, operational and matching required standards.

·         Providing support to NRC staff that has to report on incidents;

·         Keeps up to date inventory of all HSS related equipment and ensures regular maintenance / replenishment (First Aid Kits, Phones, Sat Phones etc.

         c. Supervision of Security Guards

·         Ensuring that the NRC guards have the necessary training and understanding of how to perform their duties in a professional way and in accordance to the Guard Duties Standard Operating Procedure.

·         Preparing the monthly guard schedule and ensure that the necessary guard force is present at all times at the NRC compounds (office, guesthouses and warehouses).

·         Ensuring that the guards efficiently and professionally control all movement in and out of the NRC compound.

·         Reporting any problems, unauthorized absence or disciplinary issues relating to the guards to the HSS Officer without delay.

·         Undertaking regular performance appraisal of guards as per NRC procedures.

       d. Reporting Duties

·         Weekly and Monthly reporting to immediate supervisors and NRC HSS department on security developments within the area of operations.

·         Prompt reporting to immediate supervisors and NRC HSS department on security situations affecting NRC's staff and operations.

·         Prompt reporting to immediate supervisors and NRC HSS department on any security incidents involving NRC staff (whether national or international), NRC premises or NRC assets.

·         Fulfilling any other related reporting task as per requests of immediate supervisors and NRC HSS department.

·         Following and updating monthly work plan in coordination with immediate supervisor.

      3. Professional competencies:

·         A minimum of 1 year of non-profit or NGO work experience within international humanitarian assistance programs with demonstrated capabilities in planning, organizing and executing safe operations in the field.

·         Understanding the humanitarian principles, code of conduct and specific sub-sector work linked to NGO field and operations contexts.

·         Strong understanding of the context in the Southwest Region, particularly in Manyu, Ndian and Kupe Manugouba divisons

·         Advanced knowledge in communications technology, including, satellite communications, cell phone, etc.

·         Ability to gain a precise understanding of the various local, regional, country and international policies, operational positions and interactions, providing clear dynamic briefings and analysis of given and unfolding security and political situations when they occur.

·         Previous NGO safety and security experience an asset.

·         Written and verbal English essential.

·         Fluent of the local language.

We offer: 

Contract Duration: Fixed Term of 12 months with possiblity of extension on availiablity of fund.

Duty Station: Buea with 30% travel,

-Salary and Benefit: Grade 4 step 1 accordining to NRC Cameroon Salary grid
