Eligibility criteria

Minimum age: 35 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

1.      Coordinate overall regional COVID-19 response, both internally (including MHD and non-MHD such as Displacement Tracking Matrix (DTM), Department of Operations and Emergencies) and externally (including but not limited to Ministry of Health (MOH), World Health Organization (WHO), non-health sector partners, and private sector) at the regional level to align IOM’s overall preparedness and response with the Strategic Response and Recovery Plan (SRRP).

2.      Assist the MHD Regional Thematic Specialist (RTS) in providing oversight all IOM’s daily operations within the region in relation to the COVID-19 outbreak response and International Health Regulations (IHR) and Point of Entry (PoE) activities within the region and act as liaison focal point for cross boarder activities in collaboration with SMHERO, MHD RTSs of RO Nairobi (RO for East and Horn of Africa), RO Dakar (RO for West and Central Africa), RO Bangkok (RO for Asia and the Pacific) and RO Vienna (RO for South-Eastern Europe, Eastern Europe, and Central Asia)

3.      Provide support to IOM country offices and regional offices in project monitoring and evaluation (M&E), as well as on technical aspects related to project implementation; act as the regional technical support focal point on all activities for the project, including knowledge management and tool dissemination.

4.      Provide support to IOM country offices by regularly sharing updated guidelines, reports, webinars, and other information related to COVID-19 and response operation.

5.      Support the identification and mobilization of logistical needed to respond to the COVID 19 epidemic in a timely and effective manner, in coordination with the logistic and supplies coordinators/team in the region.

6.      Ensure regular reporting on IOM activities including key performance indicators and share important developments in relation to the evolution of the migration health activities in the country. Work closely with communication officer, Monitoring and Evaluation (M&E), Geographic Information System (GIS) and programme support to produce MHD regional sitrep, maps and newsletters.

7.      Support to the development and dissemination of Point of Entry (POE) specific standard operating procedures (SOPs) for detection, notification, isolation, management and referral, including the development of training curricula and manuals. Training of immigration and border/port health staff on SOP to manage ill travelers and on infection prevention and control.

8.      Coordinate closely with external partners including the Ministry of Health, the WHO, Centers for Disease Control and Prevention, the COVID-19 response team, and others to promote and ensure harmonization of cross border preparedness activities and IHR.

9.      Lead the coordination of the regional COVID-19 Taskforce on migration/mobility jointly with the Regional Liaison and Policy Unit through key tasks including but not limited to invitation, minutes taking, tracking the progress of joint activities, and coordination with the taskforce members.

10.  Assist in the development and implementation of an action plan for the strengthening of epidemic preparedness and response capacity in countries in close coordination and technical guidance of the Regional Thematic Specialist.

11.  Represent IOM in the key regional coordination forums such as the COVID-19 partners call, COVID-19 Risk Communication and Community Engagement (RCCE) Working Group (WG), COVID-19 Vaccine WG, and other important WGs which may be established in the future for the better coordination and collaboration with the external partners.

12.  Ensure the scale up of Water Sanitation and Hygiene (WASH services in displacement settings and their alignment with context relevant Infection Prevention and Control (IPC) measures. Support country offices in development of protocols for handwashing and waste disposal that are fit for purpose for the needs of migrants and related communities.

13.  Liaise, contribute to technical discussions and coordinate with national and international health and development assistance authorities regarding planning and response measures for COVID-19; key counterparts may include the Ministry of Health, WHO, the United Nations International Children's Emergency Fund (UNICEF), and other stakeholders including donors.

14.  Ensure assessments of the barriers and the measures that are in place to guarantee safe and meaningful access to health services and to information, as well as an updated analysis on the impact of the COVID-19 pandemic and response on the protection situation within the communities. For example, increased incidents of gender-based violence (GBV) (including sexual exploitation and abuse (SEA) or intimate partner violence (IPV)); family separation; persons in need of specific care and protection left behind, e.g. persons with disabilities (PWD), children, older persons.

15.  Contribute to IOM resource mobilization by supporting in drafting first draft of donor proposals, providing substantive inputs on needs, opportunities, implementing partners, operational strategies and financial requirements.

16.  Monitor and update the MENA COVID-19 funding tracker database and COVID-19 vaccine migrant inclusion mapping database and if necessary follow up with relevant colleagues in country offices.

17.  Perform such other duties as may be assigned.

Experience remark

·         Experience in project coordination/management, project development, and/or resource mobilization at international organizations including UN and INGOs.

·         Experience in disease outbreak response including COVID-19.

·         Experience working in hardship duty stations in humanitarian crisis, natural disasters, and resource-limited setting as an asset.

·         Experience in mobility data collection such as Displacement Tracking Matrix (DTM) is an asset.

·         Excellent computer skills, especially in MS Office applications such as MS Word, MS Excel, MS Access, Internet Explorer
