RECRUITMENT NOTICE ReCAP+

Background:

The Cameroon Network of Associations of People Living with HIV/AIDS known by the French acronym RéCAP+ (Reseau Camerounais des Associations des personnes vivant avec le VIH) is a non-governmental and community based organization created in 2003. The organization is well represented over the 10 regions of Cameroon and counts about 70 member organizations in total. The primary objective of RéCAP+ is exchange of vital information within member’s organizations, encourage and strengthen care and treatment given to People Living with HIV/AIDS (PLHIV), protect and promote the rights of PLHIV, carry out lobbying and advocacy in favor of PLHIV and representing the voice of the voiceless in decision making fora. RéCAP+ has been instrumental and highly performant in the implementation of many projects in Cameroon. Due to its outstanding professionalism in the timely execution and delivery of services, the organization has won the attention of many donors and today ReCAP+ is working with several renown donors including: USAID, UNICEF, UNAIDS, GIZ, ACMS, CAMNAFAW, MINSANTE through CNLS. ReCAP+ is implementing a 3-year project on Community-Led Monitoring (CLM) in Cameroon financed by the United States Agency for International Development (USAID). Within the context of this project, RéCAP+ aims to improve access to HIV/AIDS services offered free of charge at health facilities through improved community participatory monitoring systems. To this effect, ReCAP+ is hiring a project Manager.

Composition of the file:

-          A cover letter addressed to the Executive President of RéCAP+

-          Updated curriculum vitae

-          A photocopy of the highest diploma and other certificate

-          A photocopy of the National ID Card

-          Photocopies of the documents presenting the experience to the said position

-          Police record less than three months old

Job Objectives:  the Project Manager is responsible for the day to day implementation of the project in the field, ensuring planning, technical implementation, coordination of those responsible for the direct implementation of the project in the different regions, as well as collaboration with various government agencies and stakeholders, writing and reporting. He or she will report to the Project Coordinator.

Role and responsibilities:

Under the supervision of the Project Coordinator, the project accountant will have the following roles and responsibilities:

A)    Project planning and coordination

-          Ensure project operational planning and quarterly/annual updates with project management team.

-          Review and approve monthly work plan of the project teams at central level and regional level.

-          Organize weekly/monthly project coordination meetings with a close monitoring of resolutions.

-          Coordinate the activities of the regional focal points responsible for the direct implementation of the project in the different regions.

-          Draft and submit a project transition plan.

b) Project implementation

-          Coordinate day-to-day implementation of project activities at the central level and in the regions.

-          Approve and monitor individual work

-          Ensure work breakdown on a weekly and monthly packages and monitor implementation. Ensure that activity trackers are in place and utilized at all levels of the project.

-          Ensure that project staff implements standard operating procedures (SOPs) with fidelity.

-          Review and update project systems and Sops, and ensure they are available for staff.

-          Draft and submit monthly and quarterly project activity reports, and review & validate reports submitted by the regional CBOs and project team members, including operations and M&E.

-          Strengthen the collaboration between CBOs and state entities at central and decentralized levels.

-          Oversee the monthly advance/liquidation and financial reporting processes of project activities.

-          Manage and remain accountable for expenditures against the budget.

-          Oversee the M&E system to ensure that the project information system is robust and reliable.

c) Human Resources management

-          Review and approve individual staff development plan, timesheets and annual staff assessment.

-          Recruit and train teams as required, in liaison with the project coordinator and the HR team.

d) Stakeholders management

-          Develop and update stakeholder’s analysis matrix and management plan, and monitor implementation of this plan.

-          Work collaboratively with the Project coordinator to engage the stakeholders of the project.

-          Advice the Project Board and project management team of any deviations from the plan.

-          Identify and monitor project risks and controls

-          Develop and update quarterly a risk register and take actions to address various risks identified.

-          Develop and update an issue register and take actions to address the issues identified.

 

Required Background and Experience, Skills and Behaviors:

-          Master’s degree in social sciences, public health, business administration or project management

-          At least three (03) years’ experience in development-related activities, including at least two (02) years in project management

-          Previous experience working with HIV/AIDS and community structures

-          Specialized knowledge and experience in monitoring people living with HIV

-          Good interpersonal skills, ability to organize work & ability to write reports

-          Good verbal and written communication skills in French and English

-          Mastery of MS office Word, Excel, PowerPoint

-          Experience working with community-based organization

-          Proactive, resourceful, solution and result oriented

-          Ability to work collaboratively
