SUMMARY OF THE PROJECT

 Funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) through the United States Agency for International Development (USAID), National Episcopal Conference of Cameroon (NECC) as the CRS transition local partner supports the implementation of Key Interventions to Develop Systems and Services for Orphans and Vulnerable Children (KIDSS) project. The project addresses the challenges of sustainable care and support to Orphans and Vulnerable Children (OVC) by strengthening the capacities of the Government of the Republic of Cameroon (GRC), civil society, communities and households to provide quality care and support HIV-infected and affected children in Cameroon. The program consists of prevention and case finding activities for OVC as well as ensuring community support for linkage to care and retention among children and adolescents living with HIV.

TERMS OF REFERENCE

 As the KIDSS Project Officer – Case Management, as part of the program team, you will provide technical support and supervision to local organizations implementing community-based project activities in support of National Episcopal Conference of Cameroon (NECC) work serving OVC and their caregivers.  You will work closely with the Zonal Lead and other KIDSS staff to support local organizations to use a family-centered, strengths-based case management approach to ensure beneficiaries receive high quality direct services and referrals based on their needs. Direct services include but are not limited to enrollment of C/ALHIV and their case management within the framework of households, adherence counselling, educational support, household economic strengthening, positive parenting, adolescent services, early childhood development, WASH and nutrition. Your thorough and service-oriented approach will ensure that the project consistently applies best practices and constantly works towards improving the impact of its benefits to those we serve.

Duties and Responsibilities

Support to Project Coordination

  • Accompany the Local implementing partners in coordinating, organizing and ensuring the respect of the norms and standards during implementation of all case management, direct services, referral activities as outlined in the detailed implementation plan in line with NECC program quality principles and standards, donor requirements, and good practices.
  • Continuously Monitor and report any challenges and/or gaps identified to inform adjustments to plans and implementation schedules.
  • Assist partners in their efforts to reflect on project experiences.
  • Support partners in their efforts to collect and analyze project data per specified mechanisms and tools. Support local partners to prepare reports per established reporting schedule.
  • Assist in the development of capacity strengthening plans based on staff capacity needs and technical assistance needs of partner organizations related to case management, referrals and direct services; Coordinate capacity strengthening activities for local partners, including training facilitation, supportive supervision, coaching and mentoring; Monitor capacity building and technical support activities to ensure effective impact.
  • Support accountability through assisting partners in their efforts to collect and analyze project data per specified mechanisms and tools. Collaborate with local partner(s) to prepare reports per established reporting schedule.
  • Assist with identifying information for case studies and reports on promising practices.
  • Assist partners in the correct and timely use of project funds and reporting
  • Participate in coordination meetings of the HIV treatment centers and to represent the Zonal Lead in the health district Coordination meetings.

MINIMUM QUALIFICATIONS

Education and experience

  •  Post Graduate Diploma in Social sciences, Nursing Degree an MPH will be a plus
  • Minimum of 4 years of work experience in project support
  • Knowledge or prior experience in Community Health in particular in the field of child and adolescent HIV prevention services, social mobilization and psychosocial services are strongly preferred.
  • Experience in facilitation, participatory action planning and/or community engagement required.
  •  Experience in capacity strengthening of staff and partners preferred
  •  Experience monitoring projects and collecting relevant data preferred
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).

Language required / desired:   Must be bilingual, Professional Proficiency in English required.

Travel required:  30% of travel in Cameroon.

  • Internal:  NECC KIDSS staff at the Central and Zonal Level
  • External: KIDSS local implementing partner staff, PEPFAR care and treatment (clinical partners) staff, USAID & PEPFAR representatives, consultants.
