Organisational context

In Cameroon, the WFP Cameroon Country Strategic Plan [CSP] (2018 - 2021 endeavours to ensure that targeted food-insecure and vulnerable populations benefit from more sustainable and inclusive food systems and increased resilience to shocks to meet their food and nutrition needs. Under this CSP, WFP will design and implement interventions to address food and nutrition security challenges, from production through to consumption. In line with the CSP, WFP will apply its vast comparative advantages including experiences in delivery of food assistance to hundreds of thousands of the most vulnerable in timely, innovative, cost effective and sustainable ways, its deep field presence, logistics and supply chain, partnerships and relationships with national and regional authorities to; a) strengthen national systems and capacities to deliver food and nutrition security; b) contribute to greater efficiency in crisis response interventions; c) ensure access to nutritious food rather than provision while building the national capacities and systems for social protection, emergency preparedness and response and government-led programmes and services; and d) increase resilience by focusing on food systems  rather than access to food, through development of integrated solutions that can be scaled up by Government and the private sector.


What will you do?


You will support policies and programmes that effectively address assistance needs in WFP's areas of intervention.

 

The objective is to strengthen the technical capacity of WFP and its partners in vulnerability analysis and food security and nutrition monitoring and evaluation. This will ensure that the country office has a good capacity to implement a data analysis and processing system to strengthen decision-making. The technical capacity of early warning systems, which not only highlight crises that affect food and nutrition security. It will ensure the statistical capacity of the country office and partner in the monitoring and evaluation of the office's projects and programmes while also providing the information necessary for rapid planning and response.

Key Responsibilities (not all-inclusive, nor exhaustive):

Under the overall supervision of the Head of VAM/M&E, the direct supervision of the Programme Policy Officer (M&E) and the technical guidance of the Data Analyst (VAM), the Programme Assistant (M&E Data Analyst) will be responsible for the following duties:

Assist in coordinating M&E and VAM data collection and analysis activities;
Check the completeness and quality of data sheets (CPR, Quantitative reports, etc.) and reports to ensure all statistical aspects are properly considered;
Support COMET administration with M&E Officer
Improve, update and maintain the existing databases in line with food security and nutrition indicators (ORS, COMET, HAND, etc.)
Follow up the M&E indicators at output and outcome level into the databases;
Perform statistical controls, data weighting relative to the primary sampling and provide the data analysis plan;
Perform the descriptive analysis, multivariate data and compile the tables of results by theme;
Support, liaise with VAM and M&E officers, the production of newsletters and periodic reports on the situation of food security and the changing trends in time and market monitoring reports guide the planning and programming processes of food assistance;
Prepare periodic reports, analysis on the statistical information (output level) and tables to inform units upon request;
Support the preparation and the execution of PDM’s and other Data collection process;
Support the use of digital assistants, mobile devices and smartphones in M&E/VAM data collection liaise with the VAM and M&E Officers;
Support the organization of training of cooperating partners and field level staff on databases and data analysis good practices;
Liaise with other units to resolve issues and clarify or obtain additional information (Logistics, Sub-offices, VAM, Donor and relationships, etc.)
Support the analysis and the formulation of needs for adjustments on the data life cycle;
Ensure a regular monitoring, through system, data collection network and field missions, of the food security and market analysis in close coordination with the VAM Unit;
Support the officer in charge of the Complaints and Feedback Mechanism as needed;
Perform any other related duties as required.
 

Qualifications and Key requirements


Education:

Complete secondary education is required. A master’s or bachelor’s degree in the following disciplines is desirable: statistics, economics and management, monitoring and evaluation, social sciences and development studies, supplemented by additional experience or training in social services, food security and nutrition, finance or other related field.
 

Desired Experience and Qualifications for Entry in the Role:

3 years of professional experience in monitoring, statistical analysis, and/or econometrics
Good knowledge of the humanitarian sector and data management, with demonstrated quantitative and qualitative analysis skills.
Excellent analytical, communication and writing skills;
Ability to work independently and be a proactive team member;
Attention to detail, efficiency and ability to meet deadlines;
Ability to work in rural and difficult environments when needed;
Ability to work as part of a team, independently and under pressure with tight deadlines;
Excellent computer skills using MS Office, Outlook, spreadsheets and other software packages. Outstanding knowledge of statistical software (SPSS, Stata and/or R) required. Knowledge of visualization software such as Tableau and proficiency in ODK/ONA, Kobo Collect, etc..
 

Languages: Fluency, both in oral and written communication, in English and French is required.
