UNICEF has been working in Cameroon since 1975 to allow women and children to fully realize their rights to development without restriction, as enshrined in the UN Convention on the Rights of the Child. UNICEF provides financial and technical support to Cameroon across seven areas to fully realize the rights of women and children. These areas include Health, HIV/AIDS, Water-sanitation-Hygiene, nutrition, education, child protection, and social inclusion. UNICEF focuses mainly on children and the most vulnerable and excluded families. Cameroon’s 2020 population is estimated at 26,545,863 people according to UN data. The population is young and generates strong socioeconomic demand. In rural areas, limited access to basic social services and the effects of climate changes lead to household impoverishment and severe child deprivations. The task is immense but not insurmountable; it requires the energy of all stakeholders in Cameroon and out of Cameroon: also, women, men, youth and children, government, technical and financial partners, donors, civil society, the private sector, parliamentarians, communities. Everyone is invited to take part in the struggle to meet the challenges that lie ahead. Together, we will act for Cameroon, a country that summarizes the challenges and hopes of Africa. Provide technical support for the animation of the Local Group of Education Partners in Cameroon

Scope Of Work

The Local Group of Education Partners (LEG) is a framework for consultation and collaboration between the Government and Development Partners working or contributing to improving the effectiveness of interventions in the education sector in Cameroon. Also called Local Education Group (LEG), this body holds monthly meetings co-chaired by the Government (Technical Secretariat of the Steering Committee of the Sectoral Strategy for Education and Training) and the Leader of the Partners or his Representative. Ad hoc meetings or thematic meetings may be convened as appropriate.

The LEG Aims To Ensure

  • Information sharing in general;
  • Harmonization and alignment with Cameroon's priorities and procedures;
  • Collaboration with partners around objectives and goals to be achieved periodically;
  • The systematization of regular consultations.

Education

The main objectives to be achieved by the Consultant in close collaboration with the Technical Secretary of the Strategy of the Education and Training Sector are as follows

  • Provide technical assistance to the LEG;
  • Support the organization and holding of LEG meetings;
  • Produce and share minutes of LEG meetings in French and English;
  • Create and regularly update a database of partners in the Education and Training Sector (development and humanitarian);
  • Develop and maintain a mapping of the interventions of partners in the Education and Training Sector;
  • Develop and maintain a mapping of the physical and operational presence of partners in the Education and Training Sector;
  • Take ownership and widely disseminate the global orientations and trends of the Education and Training Sector;
  • Propose themes for exchange and capacity building of LEG members;
  • Organize training sessions approved by the Technical Secretary of the Strategy of the Education and Training Sector;
  • Facilitate Cameroon's requests to donors, in particular, GPE;
  • Document humanitarian-development nexus processes and archive key documents.

Work Modalities

  • Office Based.
  • The consultant will use his computer

To qualify as an advocate for every child you will have:

  • Master’s degree in Social Sciences, Education, Educational Sciences, Management, and Project Management.
  • At least 5 years of experience in the design and management of education programs, including multi-sectoral coordination.
  • Strong organizational skills and attention to detail; Strong analytical skills Strong judgment and initiative; Proven advocacy skills; Strong communication and writing skills
  • Fluent in written and oral French, with a good knowledge of English

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
