Job Description

Position: Monitoring, Reporting and Evaluation Coordinator

Supervisor: Director of Programming and Training (DPT)

PRIMARY FUNCTION:

The Monitoring, Reporting and Evaluation Coordinator  is responsible for assisting staff and Peace Corps Volunteers (PCVs) with proper monitoring and evaluation of the outcomes  of Peace Corps projects, and for assisting staff and PCVs with dissemination of information to internal and external constituents.  The Monitoring, Reporting and Evaluation Coordinator assists the Programming team by providing quality monitoring, evaluation, data collection and analysis for PCV activities in Cameroon. S/he works with staff to ensure uniform and complementary monitoring and reporting; a Programming and Training plan as well as an innovative and creative ways of providing feedback to Volunteers and counterparts on their projects.

Salary: Grade: 11, range 19,340,869 – 29,978,342 FCFA annual basic salary plus additional allowances.

RESPONSIBILITIES AND TASKS

Monitoring, Reporting and Evaluation Planning

  • Develop and manage the implementation of an annual Monitoring, Reporting and Evaluation (MRE) plan for post.
  • Ongoing and regular consultation with the Project Advisory Committee (PAC) about overall program and project needs. In collaboration with post staff, utilize PAC feedback to adapt and adjust post program and projects as needed.
  • Serve as point of contact for HQ MRE Team. Actively share best practices in the areas of MRE procedures, practices, and policies.
  • In collaboration with the PAC and Programming staff, collect baseline data for all goals in new or revised project frameworks.
  • Coordinate and manage the reporting period-level and activity-level questions section in the Volunteer Reporting Tool (VRT) Support PCV development of M&E plans for small grant projects.
  • Collaborate with the Small Grants Coordinator to ensure alignment of MRE requirements with grant applications.

Monitoring

  • Via the VRT data extracts, monitor the progress of the project framework targets, the alignment between Volunteer activities and the project framework, and clean the VRF data.
  • Conduct data quality assurance checks with Volunteers to ensure their correct use of data collection tools and understanding of basic MRE practices.
  • Based on analysis of project-level data, revise project frameworks in collaboration with post-level Programming and HQ staff during scheduled project review periods.
  • Lead the development of post’s performance goals for the annual budget preparation (IPBS) strategic planning process. Track post's IPBS Performance Goals.
  • Monitor PCV progress in grant-supported projects.

Evaluation

  • Plan, coordinate, and manage project reviews of all post projects, utilizing standard process evaluation, guidelines and procedures.
  • Conduct process evaluations as requested or when necessary.
  • Conduct outcome evaluations of post projects approximately 3 to 5 years after the completion of the project framework and the final group of Volunteers that were trained under that project have completed their service.

Staff Capacity Building

  • Provide training to staff on MRE knowledge and skills, as needed.
  • Provide on-going MRE support to staff, including: use of the VRT, data quality assurance, data cleaning, and data analysis.
  • Orient new Programming and Training (P&T) staff on MRE practices at post.
  • Work with staff to understand MRE regarding small grant projects.

Volunteer Support

  • During Pre-Service Training (PST) and In-Service Training (IST), present the MRE Global Core training sessions or other post-developed MRE trainings. Revise/update as needed.
  • During PST and IST, train Volunteers on using the Volunteer Reporting Form (VRF).
  • Develop technically and structurally sound data collection tools that are simple to use, utilize correct data collection methods, and provide a seamless transition to VRF reporting.
  • Provide MRE-related feedback on VRFs.
  • Help P&T team understand project alignment in relation to MRE.

Reporting and Documentation of Impact

  • Lead and coordinate the organization and reporting of project-level data in post's annual reports to stakeholders and partners (includes both project framework data and post-defined questions from the VRT, as well as Status Report data).
  • Author reports on any project reviews, process evaluations, and/or outcome evaluations conducted at post.
  • In collaboration with post staff, lead and coordinate the sharing of aggregated project-level data from the VRFs with Volunteers. Coordinate response to PC Washington’s reporting needs.
  • Support the completion of the All-Volunteer Survey (AVS). Manage and coordinate the analysis and dissemination of post-level AVS data. Provide recommendations on integrating AVS findings into improving post operations.
  • Support the completion of the counterpart survey. Manage and coordinate the analysis and dissemination of post-level counterpart survey data. Provide recommendations on integrating counterpart survey findings into improving post operations.
  • In collaboration with post staff, complete the annual Status Reports (SRs). Provide recommendations on integrating SR findings into improving post operations.
  • Compile best practices to be used in future program planning.
  • Update the Peace Corps Website with success stories and impact regarding PCV work.

Additional Duties

  • Review all other relevant Monitoring, Reporting and Evaluation materials currently available from the agency
  • Attend local Monitoring, Reporting and Evaluation professional trainings and community of practice meetings as necessary
  • Participate in on-line Monitoring, Reporting and Evaluation trainings as necessary and based on availability
  • Other tasks, as determined by the DPT or the Country Director. The Peace Corps environment is such that all staff members assist one another in accomplishing task may not be related to their principal job, but help further Peace Corps Cameroon overall goals

Occasional Money Holder

The Monitoring, Reporting and Evaluation Coordinator may be required to courier cash and/or purchase orders to various vendors who furnish supplies and/or services to training sites, or other locations as directed by the Contracting Officer. The Monitoring, Reporting and Evaluation Coordinator may also be required to courier cash to PC Trainees or Volunteers. The Monitoring, Reporting and Evaluation Coordinator will not be functioning as a procurement or disbursing official l only acting as an intermediary between the Contracting or Disbursing Officer and the recipient. In dealing with vendors, the Monitoring, Reporting and Evaluation Coordinator will not exercise any procurement duties concerning the supplies or services to be purchased or the cost limits of these purchases; these will be determined by the Overseas Contracting Officer.

Safety and Security

SSI 110 Standard Security Requirements: Immediately communicates Volunteer safety and security concerns and issues to the Safety and Security Manager and Country Director. Knowledgeable and supportive of Peace Corps safety and security policies and procedures, including the timely reporting of suspicious incidents, persons or articles.

Required Qualifications

Education:

  • University degree in social sciences, economics, finance, administration, management, or a related field is require

Prior Work Experience

  • At least five years experience in M&E, communications, grants management, international development or related field
  • At least five years of demonstrated ability to manage data involving but not limited to statistical analysis, interpretation and reporting
  • At least five years of demonstrated experience in adult training particularly in a multi-cultural setting
  • At least five years experience in an international organization or similar entity

Language Proficiency:  Fluency in English (written and verbal).

Desired knowledge and skills

  • Experience working with international volunteer organizations
  • Proficiency in use of Microsoft Office Suite as well as other web-based applications is mandatory
  • Ability to meet deadlines, meticulous work habits, and the highest level of integrity
  • Strong communication and interpersonal skills, conflict management skills, diplomacy and tact with staff, Volunteers, Trainees, community members and members of government
  • Demonstrated ability to juggle multiple priorities and meet deadlines.
  • Ability to work as a team and independently and proactively.
  • It is anticipated that at times the duties and deadlines of this position may require the incumbent to work beyond normal working hours.
