Purpose:

Working in 50 developing countries across Africa, Asia and the Americas, Plan aims to reach as many children as possible, particularly those who are excluded or marginalized with high quality programs that deliver long lasting benefits by increasing its income, working in partnership with others and operating effectively. Plan is committed to responding to children affected by emergencies in the countries of our operation.

Given the current humanitarian crisis in the Far-North Region of Cameroon Plan is engaged in providing life-saving humanitarian assistance, protection, education and psychosocial support. Its operations are implemented in key sectors of Child Protection, Education, WASH, NFIs, Livelihood and Food Assistance and in coordination with all other humanitarian institutions.

Dimensions of Role:

Plan International Cameroon is an international non-governmental, community-based non-governmental, community-based development NGO based in Cameroon since 1996 that works to improve the well-being of children in collaboration with communities. Child sponsorship is the foundation of the organization.

As part of its emergency interventions for the benefit of Nigerian refugees and Internally Displaced Persons in the Far North, Plan International Cameroon is launching the recruitment of a Monitoring & Evaluation Officer to implement and monitor the activities of Monitoring and evaluation of a project in the field of Education.

1. Main Responsibilities:

Under the administrative supervision of the Project coordinator and technical supervision of Maroua PU M&E Coordinator, the Monitoring and Evaluation Officer will:

  • Contribute to the design and implementation of a project monitoring and evaluation system in collaboration with the Project Coordinator, the Monitoring and Evaluation Officer will contribute to develop planning and monitoring-evaluation tools, workbook and other related documents
  • Update the performance and impact indicators of the project based on the results of the baseline analysis and the project's monitoring and evaluation plan and develop tools to assist in the decision-making of indicators;
  • Ensure that the performance and impact indicators on the implementation of activities are well understood recorded and by the field team;
  • Collect and centralize field information related to the implementation of project activities;
  • Assist in the preparation of the project's quarterly / semi-annual / annual work plan in accordance with the procedures laid down;
  • Contribute to the development of a detailed action plan for the project;
  • Prepare a monthly record of project impact and performance indicators for the area for which it is responsible;
  • Strengthen the use of monitoring and evaluation tools by partners;
  • Assist the Project coordinator in producing the semi-annual technical report, assist in the drafting of the monthly project report and any other relevant report of these assignments;
  • Provide support for the definition of the means to be implemented for the monitoring and evaluation of the project;
  • Participate in facilitating the capitalization of lessons learned, good practices, significant changes and the sharing of experiences between the parties involved in the project;
  • Ensure that the project indicators are met and allow decisions to be taken on the progress and development of the project;
  • Contribute to the updating of indicators of results and impacts based on possible difficulties encountered on the ground;
  • Perform regular visit on the field assist area supervisors in recording field activity data;
  • Contribute to project reviews and evaluations;
  • Contribute to the preparation of the baseline TORs and project evaluations;
  • Perform any other tasks assigned by the Project coordinator and PU’s Monitoring and Evaluation Coordinator
  • In collaboration with the MEAL Unit and others emergencies response member, support the implementation of the feedback mechanism by capturing and reporting the viewpoint of children, young people, community members and others partners about Plan International’s work in order to improve it

2. Position requirements

  • Bachelor's degree in social sciences, statistics, economics or any other related field;
  • Minimum of two (2) years’ experience in planning, participatory monitoring and evaluation of programs and projects;
  • Strong experience in conducting qualitative and quantitative investigations;
  • Have practical and relevant experience in responding to Emergencies;
  • Good editorial skills (current drafting skills);
  • Good oral communication skills (ability to present / support clearly and efficiently a file before a meeting ...,);
  • Have a good knowledge and understanding of humanitarian principles and international standards for the protection of children
  • Other knowledge and skills: knowledge of Plan policies and procedures, Sphere standards, Core Humanitarian Standard, Red Cross Code of Conduct and NGOs,
  • Know how to use the computer tool and master current software (Word, Excel, and PowerPoint).
  • Good editorial skills;
  • Knowledge of the area of assignment would be an asset.
  • Support the evaluation of Plan child protection activities and draft recommendations for improved program design.

3. Position environment requirements and demands

  • Work both in the office and on the ground
  • Frequent visits: This position requires 60% of the incumbent's work time in the field for the implementation of the project's M & E activities
  • Intensive periods of work at any time of the day and night.
  • Work in several places and movements.
