Catholic Relief Services (CRS), a Development Organization is seeking qualified, experienced and highly motivated Project Officer who you will work closely with MEAL Director to support in project monitoring, evaluation, accountability, and learning (MEAL) activities at the zonal level. You will be required to work directly with local implementing partners (IPs), coordinating various MEAL-related project activities and events in support of Catholic Relief Services’ (CRS) work to serve the poor and vulnerable. Your role will also involve participatory generation of high-quality data and building capacity of IPs as you work in close collaboration with project Zonal team in support of CRS’s work serving HIV infected and affected OVC and their caregivers. Your service and community relations skills will ensure that the local partners draw the necessary knowledge and skills from the project that consistently applies best practices and continuously works towards improving the impact of its benefits to those we serve.

Position is based in Douala.

Primary Responsibilities:

• Support the coordination and implementation of all assigned project activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.

• Champion use of data for decision making with local partners and within the project zone level through tracking of key performance indicators and providing timely data to inform routine portfolio review sessions and reporting. This will include sharing of timely and quality data and compilation of regular project reports.

• Oversee implementation and institutionalization of Data Quality Audit (DQA) activities as per USAID/PEPFAR DQA standards, as well as CRS MEAL Policies and Procedures at implementing partners level and ensure identified gaps have been addressed in a timely fashion.

• Monitor and report any challenges and/or gaps identified to inform adjustments to plans and implementation schedules. Assist partners in their efforts to reflect on project experiences.

• Collect information on staff capacity needs and technical assistance needs of partner organizations and monitor capacity building and technical support activities to ensure effective impact.

• In coordination with the project team support MEAL-related capacity-building events for implementing partners as outlined in project MEAL Plan through mentorship, supportive supervision and training on data management collection, analysis, and interpretation.

• Actively participate in regular joint supportive supervision visits to the implementing partners and ensure timely implementation of action plans.

• Ensure standard beneficiary filing procedures are adhered to in line with and KIDSS security and confidentiality procedures at the implementing partners level to assure data protection and confidentiality of beneficiary information.

• Complete project documentation for assigned activities. Assist with identifying information for case studies and reports on promising practices.

• Contribute to program learning by posing thoughtful questions, reflecting upon and sharing with project management the information gathered from community members and partners.

•Actively participate in regular joint supportive supervision visits to the implementing partners and ensure timely implementation of action plans.

Qualifications and Experience:

· Bachelor’s degree required in Statistics, Biostatistics, Demography, Public Health, Epidemiology, Information System Management, or any relevant field. Master’s degree preferred.

· At least 2 years of practical experience in Monitoring, Evaluation, Accountability and Learning with an International NGO and preferably in the health sector.

· Knowledge of case management.

· Experience in HIV/ AIDS project/ programs.

· Knowledge of PEPFAR MER data requirements.

· Proficient in SPSS, Epidata /info, Access, Stata.

· Advanced knowledge of visualization tools such as MS Excel, PowerBI, Tableu, GIS.

· Good knowledge of Microsoft Office 365 suite.

· MEAL skills and experience required.

· Ability to work as a team player in a challenging environment.

· Strong computer skills (MS Word, Excel, Outlook, and Power Point).

Required Travel: The staff will be required to travel within project zones to support implementing partners. S/He must be willing and able to travel up to 30% of their time.
