Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

Under the overall guidance and direct supervision of the FAO Representative and in cooperation with the relevant teams in FAO’s Regional Office in Accra and FAO Headquarters in Rome, the UNV Monitoring and Evaluation Specialist will work closely with project teams, operations officers, Government officials, private sector, non-government and civil society organizations and specifically perform the following functions:

·         Assess and conduct training needs of the M&E team;

·         Design and implement the M&E activities of FAO Gambia

·         Assist project managers in preparing Quarterly/Annual reports on project progress

·         Monitor the project activities on a regular basis, developing and maintaining the MIS of the Projects

·         Responsible for the collection & analysis of different data in relation to the project activities.

·         Participate in the recruitment, training and development of M&E staff

·         Conduct capacity assessment on existing monitoring and evaluation system and develop indicators and a monitoring strategy for FAO projects;

·         Develop and strengthen monitoring, inspection and evaluation procedures and impact indicators for project success;

·         Recommend improvement of the logical frameworks, assist project personnel with M&E tools, and support them in their use.

Lead the M & E team in undertaking the following specific duties:

·         Monitor all project activities, expenditure and progress towards achieving project outputs;

·         Monitor and evaluate overall progress on achievement of results and the sustainability of project results;

·         Suggest strategies to the project management team for improving the efficiency and effectiveness of projects by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks;

·         Report monthly, quarterly, half-yearly and annual progress on all project activities to the FAOR

·         Provide input, information and statistics for quarterly, annual and other reports to the project management team

·         Participate in annual project reviews and planning workshops and assist Project Managers in preparing relevant reports;

·         Perform other duties as required

Required degree level

Master degree or equivalent

Educational additional comments

·         Master’s Degree in Business Administration, Economics, Information Management, Project Management or other relevant academic background.

Required experience

36 Months

Experience remark

Experience in the design and implementation of M&E in development projects at national and international levels. Experience working with a UN organization is an added advantage

• Experience in designing tools and strategies for data collection, analysis and production of reports
