Mission/ Core purpose of the Job –

- Enable the organization to take controlled risks, defines, deploys and animates a risk management system (all the threats and lack of opportunities of the company) and proposes optimized treatment solutions (insurance, captives...) in order to enlighten the leaders in their strategic decisions

- Develop the internal control system, promote it and manage its implementation throughout the organization.

 

Operational Delivery

Key Job Responsibilities:

Strategy Development and Implementation

• Advise and support the Head of Risk and compliance in the definition and implementation of a robust internal control framework.

• Provide an internal control framework and methodological guides. Ensure that they are the updating

• Define the organisation of the internal control system (policy, charter, steering process, responsibilities of the various players, etc.) based on the guidelines of the management bodies.

• Leading the risk management process.

• Report to the Audit and Risk Committee.

• Ensure that risk-based dashboards are completed and that mitigation actions are monitored.

• Ensure Strictly respect reporting requirements to Regulator relating to risk and control, where appropriate

• Ensure Effectiveness of Primary and secondary controls

• Ensure appropriate and effective (preventive and detective) controls are established

Understand the impact of potential changes driven by the regulators, industry, marketplace, and/or legal environment and devise strategy to influence them in the best interest of MMC.

• Fully assist and cooperate in audit programs to determine organisational vulnerabilities

• Facilitate training on latest AML trends and techniques in the Mobile Financial Services industry.

Staff Leadership and Management

• Raise awareness of internal control best practices among senior management and staff.

• Implement a training plan in order to build and develop skills within the function and extend same to OPCO teams

• Contribute to the harmonisation of practices by disseminating a common culture, particularly in terms of integrity and attitude to risk.

• Promote a ‘partnership approach’ to develop strong relationships with other working groups and ensure adherence to Group governance, risk and control

• Leading the internal control self-assessment programme and providing assistance in its implementation by the operational and functional departments.

Governance

Strategic and Operational Meetings

? Initiate and facilitate industry meetings to ensure relevant participation and provide direction and counsel to the various discussions with a bias to MTN

? Provide direction on key aspects of the Risk and Internal control management sector and appropriate response

? Drive adequate risk mitigation and controls at OpCo

? Evaluate areas of improvement within the OpCo.

Escalations

? Manage and resolve issues that will result in severe time, scope, productivity and cost or resource impact

? Ensure Follow up resolution of issues escalated

Performance

? Evaluate and anticipate threats and exploit opportunities for MTN long-term sustainability

? Build robust internal control business through methodical and systematic business development practices

Reporting

? Report on an ad-hoc basis on specific management requirements as and when necessary

? Produce daily, weekly, monthly, annually and ad-hoc reports and dashboards on risk management tasks

? Report to all MTN Cameroon structures as may be required from time to time

Budgets

? Oversee budgets in line with the set DoAs, business objectives and facilitate forecasting

 

Education:

• Recognized minimum bachelor’s degree in financial, accounting, banking or audit

• Fluent in French

Other Training/Certifications:

• CIA, CISA.

Work Experience:

• Minimum of 5 years post-qualification experience with, at least, 3 years in Mobile Financial Services sector/ industry, Banking or related field

• Experience in managing others and work across diverse cultures

• Experience working in small to medium organizations

• Proven experience as a controller or risk analyst in the banking industry or within Mobile Financial Services preferably

• Working knowledge of regulatory laws and rules in a Mobile Financial Services/banking setting, preferably in Central Africa

• Experience of management of team

Other specifications:

• Proven track record of technical and specialized know-how around Financial Services risk

• Good knowledge of COBAC and BEAC’s Mobile Money Guidelines

• Good knowledge of Gpe ERM methodology

• Abreast of global and regional mindset & best practices relating to Mobile Financial Services and risk and internal control as well as fraud in the Mobile Money space

• Good knowledge of ECW platform would be a plus"
