Plan International Cameroon is currently advertising for the following position of one (01) Monitoring and Evaluation Officer for the Cash Based Transfer (CBT) project based in Mokolo.

 

 

Please note that this is a local contract.

 

 

Dimensions of Role:

 

This project is about a humanitarian assistance through CBT for about 11000 IDPs in Mokolo Moayo Tsanaga Division.

 

 

Key End Results and Typical Responsibilities:

 

The M&E Officer will among many other tasks perform the following:

  • Ensure all logistics and related activities are prepared accordingly
  • Ensure effective and efficient distribution of food items to beneficiaries.
  • Ensure that the purpose of the M&E framework is being achieved and enabling decision-making on the project progression and development.
  • Identify data sources for capturing project performance and impact indicators, in conjunction with the project team.
  • Contribute to nutritional assessment planning, implementation, interpretation & reporting
  • Draft regular M&E project reports and assist in the preparation of project monthly reports.
  • Ensure data tracking and reporting
  • Gather, analyse and share relevant data/information with the project team and donors
  • Contribute to assessment operations in implementing zones
  • Set up the Complain committee taking into consideration gender
  • Review and assess the reported complaints
  • Respond to complaints
  • Ensure that the reported complaints are handled properly with confidentiality
  • Conduct a meeting with the complainant and discuss the issue/ complaints
  • Select an appropriate venue for discussion regarding the complaint
  • Resolve complaints
  • Document the result of the process, complaint and the response 

 

 

Dealing with Problems:

 

Complexity of problems handled & the degree of investigation, analysis, & creative thinking required to solve them.

 

The job requires contribution to the decision-making on the basis of assumption and experience, as little hard information will be available. Decisions need to be context specific and there will often be no precedents to draw upon.

 

Excellent and creative leadership skills will be utilized to make strategic choices on responses with limited resources and with possible resistance from colleagues as is often the case in emergency response work  

 

He/She should work under pressure and accept travels and stays in areas often austere.

 

 

Communications and Working Relationships:

 

The M&E Officer should maintain a good collaboration and communication with projects staff, technical and financial partners (WFP,CNO…) at field level also with local authorities, MINCOMMERCE,MINADER, Chief of health’s structures.

 

Key Internal Contacts

 

Project Manager, Project Coordinator, Senior M&E Coordinator of PU, other members of the Emergency Response team, and Plan staff at the Country as appropriate

 

Reporting lines

 

Reports to the Project Coordinator and the Senior M&E Coordinator as appropriate.

 

 

Knowledge, Skills and Behaviours Required to Achieve Role’s Objectives:

 

Knowledge

 

Diploma in Monitoring and evaluation or Bac + 2 in social sciences, statistics, economics or other related sectors ;

 

University  degree in Social Science, Statistics or related courses

 

Understands the main processes and methods of cash transfer programming

 

Demonstrate good knowledge on logistic and stock management

 

Possesses basic knowledge of  Plan’s  policies and procedures

 

Demonstrates good knowledge of information technology

 

Minimum of one (1) year work experience in research and evaluation, planning, participatory monitoring and evaluation, and developing community development projects

 

Extensive knowledge of emergency work

 

Ability to speak, read and write French fluently and proven ability and willingness to learn other languages

 

Excellent computer skills (Microsoft office including words, excel, internet etc).

 

Skill:

 

Have solid experience in the conduct of qualitative and quantitative investigation;

 

Have a practical and relevant experience in the interventions in emergency contexts;

 

Have a good editorial capacity (capacity of drafting of reports);

 

Know how to use the computer and master standard software (Word, Excel, PowerPoint...); 

 

A knowledge of the intervention area would be an asset;

 

Good knowledge and understanding of humanitarian principles and established international child protection standards;

 

Ability to speak, read and write French fluently and proven ability and willingness to learn other languages

 

Knowledge and skills: knowledge of PLAN policies and procedures, Sphere and the Red Cross/ NGO Code of Conduct.

 

Requires general finance, administration, information management and telecommunication skills and proficiency in information technology/ computer skills;

 

Experience in the Far North of Cameroon, especially of Mayo Tsanaga is an asset.

Physical Environment and Demands:

 

Work both at the office and in the field

 

Frequent field visits: The Monitoring & Evaluation Officer will spend at least 60% of his time on the field in the context of the implementation of M&E activities

 

Periods of intense work at all times of day and night.

 

Working in multiple locations and on the move.
