Purpose:  The CPiE Officer -CBCPM will be fully in charge of Community Based Child Protection Mechanisms planned under Plan International-GAC and UNICEF Project. The post holders will ensure the creation and functionality of these structures in target communities in the North West Region of Cameroon.

Role PURPOSE

Working in 52 developing countries across Africa, Asia and the Americas, Plan International aims to reach as many children as possible, particularly those who are excluded or marginalized with high quality programs that deliver long lasting benefits by increasing its income, working in partnership with others and operating effectively.  With support from GAC and UNICEF, Plan International will carried out a CPiE and livelihood component of the Project funded by GAC and UNICEF for crisis affected people in the North West and South West regions of Cameroon.

 

This position is responsible for creation and follow-up of Community Based Child Protection Mechanisms in accordance with the Project Partnership Agreement signed between Plan International and GAC and UNICEF. The CPiE Officer for CBCPM will ensure creation of new CBCPMs and ensure the functionality of existing ones under Plan International/GAC project at the field levels. S/he will work closely with Community Field Monitors, Community leaders, PSS Officer and Project Coordinator to ensure functionality and sustainability of CBCPM as planned. S/he will actively participate in co-ordination meetings, advocate and gain support from local community leaders, stakeholders. The CPiE Officers will be based in Buea and Bamenda.

 

 

 

 

 

Major Responsibilities:

The main areas of accountability and responsibility of this post is to facilitate the creation of new CBCPMs, ensure the functionality of existing ones and  implement the sustainability plan for these structures. Details:

  1. Regular training, coaching, and supervision of Social Workers and Field Monitors on community engagement and other CPiE aspects.
  2. Strengthen existing community child protection structures through trainings.
  3. Monthly coaching of community-based child protection structures.
  4. Organize awareness raising campaigns, led by adolescent and youth clubs, parent groups and other community-based protection groups.
  5. Updating of child-led protection risk-mapping in each target community.
  6. Organize consultation sessions with CBCPMs and CFS on sustainability and exit strategy.
  7. Provide coaching sessions to adolescents/youths led initiatives aimed at promoting their own protection in target communities.
  8. Organize TOT session with community volunteers, leaders, government partners, health actors and other NGOs on child protection, SGBV, and PSEA.
  9. Develop and implement local action plans of CBCPMs and CFS to support sustainability and exit
  10. Ensure community mobilization, and facilitate community-based project activities through regular interaction with adolescent boys and girls and young people and community members, including providing training, guidance and support.
  11. Track list of vulnerable children identified by CBCPM
  12.  Facilitate community capacity building workshops and training (gender equality, skills, financial education…) for target beneficiaries and variety of stakeholders.
  13. Assist supervisor in preparing project work plan.
  14.  Keep records of monitoring activities, and report regularly the project progress to supervisor.
  15. Any other duties and tasks assigned by supervisor.

 

Child Safeguarding Responsibilities

 
  1. •    Ensure that all beneficiaries of your project are receiving ongoing, age-appropriate verbal or written information in relevant languages about Plan International’s Child and young people Safeguarding Policy and Code of Conduct.

Monitoring, Evaluation, Accountability and Learning

  1. Provide regular updates on Child Protection Committees (CPC), CFS, and adolescent clubs and foster parents in his/her assigned zone to CPiE Officer highlighting priorities and constraints according to agreed schedule.
  2. Submit weekly and monthly situation reports.

 

Professional training

  1. Monitor and evaluate various capacity building
  2. Weekly coaching of CPCs
  3. Facilitate Increase community awareness of services provided by CBCPM

 

4. Monitoring, Evaluation, Accountability and Learning

  1. Provide monthly updates to Coordinator, highlighting priorities and constraints according to agreed schedule
  2. Supervise and ensure strong coordination with other implementing actors

Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring community associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Qualification

 

Essential

  1. Be a holder of at least a Frist Degree in Social Sciences.
  2. Be able to speak English and pidgin.
  3. At least 2 years practical working experience in emergency and/or with a development organization.
  4. One year experience in child protection in emergency
  5. Good knowledge and understanding of humanitarian principles and established international child protection standards is an asset.
  6. Excellent written and verbal communication skills.
  7. Be acquainted with Kobbo Collect software
