TYPE OF CONTRACT: Service Contract

DUTY STATION (City, Country): Yaounde, Cameroon

DURATION: 12 months

JOB PURPOSE

The Logistics Associate (Data Manager) will play a key role at the implementation of the Malaria bed net campaign in Cameroon. WFP will play a key role during the Malaria bed net campaign implementation in Cameroon, funded by the Global Fund and implemented through the Principle Recipient - National Malaria Control Program (NMCP/MOH). WFP’s role will focus on scoping/ identifying storage locations/adequate warehouses (8 regional logistics hubs) and planning for in-country transport of approximately 13 million bed nets to 1,413 health centers/hospitals spread over in the eight (8) regions of Cameroon. The Logistics Associate (Data Manager) will manage the RITA system and reporting, in order to keep track of the transport operations of MILDA, in line with the concept of operations (CONOPS) and standard operating procedures (RITA SOPs) for the in-country storage and transport activities. The CONOPS and the RITA SOPs will form a key project document providing a methodology for the achievement of project objectives.

ACCOUNTABILITIES (NOT ALL-INCLUSIVE)

Reporting directly to the Supply Chain Officer (MILDA coordinator) and under the overall supervision of the MILDA Manager, the RITA Operator/ Logistics Associate (Data Manager) will act as the RITA Focal Point and manage the RITA system implementation and address all reporting requirements for the operation, both internal and external. Specifically;

  • Enter all data from waybills and other documentation from the bednet activity in compliance with RITA SOPs.
  • Verify that all documentation (waybills) are correctly signed and in line with the planning.
  • If possible, conduct a verification mission to ensure the bednets have been received at the specified destination.
  • Ensure all reporting and auditing requirement will be met and that all data and reports for all aspects of the project will be maintained;
  • Oversee the daily data collection and tracking in country, to ensure daily updates and accuracy of the system
  • Establish the historical recording and filing system for the project
  • Oversee the implementation of the RITA Special Operating Procedures SOPs maintain and adjust the SOPs as deemed necessary
  • Establish the daily reporting system in coordination with field locations, and manage the implementation of the mobile devices
  • Ensure on-line availability of the system and regular reporting to clients
  • Assist Project Manager and Logistics Coordinator and Country Office in providing all reporting requirement that may be required
  • Provide a weekly update, including accurate delivery figures and narrative highlights
  • Provide a by weekly receipts and dispatches report for the insurance
  • Coach the staff involved and ensure field logistics assistants are fully trained on the use of the system
  • Centralise the filing of the electronic copies and the original transport documents
  • Assist the Country Office verify transport invoices and document eventual deductions to transporters
  • Consolidate losses reports for insurance purpose
  • Establish daily backup procedure, in close liaison with IT
  • Assist with preparations of all the report required for the project
  • Ensure the closure of all open actions and filing of the documentation at the end of the operation
  • Any other activities as required by the Supply Chain Coordinator.

QUALIFICATIONS & EXPERIENCE REQUIRED

Education:

  • Advanced university degree in relevant field (international affairs, development studies, communications, logistics, and administration).

Experience:

  • Minimum of 1-3 years of work experience in a relevant field of work, with a background and interest in international humanitarian development. Experience of managing small teams of staff with related areas of expertise.

SPECIFIC JOB REQUIREMENTS

Knowledge & Skills:

  • Ability to plan, coordinate and manage multiple activities and adjust to changing priorities;
  • Ability to meet deadlines and work under pressure as part of a team;
  • Good communication skills;
  • Excellent written and analytical skills;
  • Basic knowledge of logistics operations (WFP operations is considered an advantage);
  • Sound knowledge of Microsoft Windows, MS Excel, MS Word, MS PowerPoint and other related software;
  • Experience in operating the Relief Tracking Application (RITA) is required;
  • Managing RITA teams is considered an advantage;

Languages:

International Professional: Fluency in French language. Working knowledge of English
