Organizational context

In Cameroon, the WFP Cameroon Country Strategic Plan [CSP] (2018 - 2021 endeavours to ensure that targeted food-insecure and vulnerable populations benefit from more sustainable and inclusive food systems and increased resilience to shocks to meet their food and nutrition needs. Under this CSP, WFP will design and implement interventions to address food and nutrition security challenges, from production through to consumption.

In line with the CSP, WFP will apply its vast comparative advantages including experiences in delivery of food assistance to hundreds of thousands of the most vulnerable in timely, innovative, cost effective and sustainable ways, its deep field presence, logistics and supply chain, partnerships and relationships with national and regional authorities to; a) strengthen national systems and capacities to deliver food and nutrition security; b) contribute to greater efficiency in crisis response interventions; c) ensure access to nutritious food rather than provision while building the national capacities and systems for social protection, emergency preparedness and response and government-led programmes and services; and d) increase resilience by focusing on food systems  rather than access to food, through development of integrated solutions that can be scaled up by Government and the private sector.

Key Responsibilities (not all-inclusive, nor exhaustive):

The following are the key deliverables:

• Provide support to logistics operations and activities, following standard processes and facilitating, directly or indirectly, the effective delivery of food assistance to beneficiaries.
• Support timely ordering and delivery of commodities and supplies to authorized partners and destinations.
• Support management of CBT stakeholders and logistics vendors’ contracting activities including performance monitoring and evaluation.
• Respond to a variety of technical queries/requests for support, following standard processes, and obtaining guidance as required, to ensure timely and accurate resolution of all enquiries with a high standard of client service mind-set.
• Contribute to budget preparation, transport partner’s evaluations, monitoring and revision for all delivery modalities, ensuring adherence to relevant procedures and in compliance with corporate standards.
• Assist in monitoring inventory management of retailers and warehouse processes to track trends and account for the inventory status from source to beneficiary.
• Assist in management of commodity accounting data quality and integrity. 
• Support operational pipeline analyses, assessments and operational planning for all delivery modalities.
• Process documentation for execution of logistics operations (e.g. customs clearance, invoice verification), take appropriate actions to resolve operational issues escalating various issues to the supervisor. 
• Collect and compile data, produce and/or contribute to reports (e.g. CCTI, SPRs, financial closure, physical inventory, transport performance, monthly retailer’s performance evaluation) and ensure information accuracy in corporate systems in support to informed decision-making.
• Liaise with internal and external stakeholders to support efficient logistics operations, especially at frontiers to facilitate the circulation of WFP camions.
• Provide guidance to other support staff, in order to assist them in completing standard tasks to agreed standards and deadlines.
• Supports the planning, forecasting & resource management efforts of own team by collecting data from diverse sources.
• Conduct Market Analysis, CBT assessments, Contracting and Operational Execution
• Conduct analysis on small holder farmer’s capacity, support development of capacity strengthening plan and modules around storage and link to markets leveraging on Food for Asset and Home Grown School feeding programme opportunities.
• Ability to collect and collate necessary information to enable WFP to make informed operational decisions.
• Demonstrates ability to implement operational warehouse procedures and normative guidance in order to manage WFP’s warehouse, handle inventory effectively through corporate systems, and ensure loss mitigation.

Qualifications and Key requirements

Education: Completion of secondary school education. A post-secondary certificate in logistic and transport.

Experience:  At least 2 years of work experience in logistics, supply chain or any related field.

Desired experience:

Experience using corporate systems to monitor ongoing shipments, pipeline information, insurance claims, and food stock.  Experience analyzing data (on commodities, funds, strong mastery of excel, word and software applications etc.) and drafting reports. ? Experience in measuring service providers’ performance against set KPIs. Experience in assisting the preparation of contract documentation. Experience in providing technical business support in corporate systems.

Language: Excellent knowledge of English or French. Good working knowledge of the oher.
