BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The Information Management and Reporting Officer will play a key role during the Malaria bed net campaign implementation in Cameroon, funded by the Global Fund and implemented through the principal recipient - National Malaria Control Program (NMCP/MOH). WFP’s role will focus on scoping/ identifying storage locations/adequate warehouses (8 regional logistics hubs) and planning for in-country transport of approximately 13 million bed nets to 1,413 health centres/hospitals spread over in the eight (8) regions of Cameroon.

In addition, WFP is also providing information management and coordination of in country logistics activities, including the provision of ‘end to end’ supply chain dashboard that will provide alerts if any issues and enable data-based decision making.

This is a nationwide, high-profile operation and in line with key global initiatives such as ’The Grand Bargain’, ’Delivering as One’ and the ’SDG 17 Partnership for the Goals’.

The service is funded by the Principal Recipient (PR) (the Ministry of Health/ National Malaria Control Program (NMCP)), under the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM).

The Information Management and Reporting Officer will provide specialized support function and/or support the supply chain team with information management/reporting related activities to enable effective delivery of goods and services for the Global Fund’s ‘in-Country’ Health Supply Chain – bednets for the mass distribution campaign and will play key role in the implementation of the capacity strengthening program in Cameroon with a view to meeting project objectives.

ACCOUNTABILITIES/RESPONSIBILITIES (not all inclusive):

In coordination with the project team, the logistics Assistant (IMR) will be responsible for activities related to information management and supporting reporting for the project as follows:

  • Coordinate with WFP Cameroon SC Project Team and NMCP to obtain inputs required to conduct Supply Chain (SC) analyses and Dashboard;
  • Support on the creation of the Supply Chain Management Dashboard to support bi-weekly coordination meetings;
  • Provide secretariat services during the meetings (agendas, NFRs, etc);
  • Produce all communication materials needed for the SC Visibility & Planning dashboard in Cameroon and other projects that SC Planning is developing for the health sector (including translation of documents English-French-English);
  • Provide critical support to WFP’s involvement in the activities related to mass mosquito net distribution campaign as well as other Malaria program support related activities: coordination of information, taking minutes, information sharing, keeping track of all actions and ensuring the information is communicated to all parties involved;
  • Follow up on actions taken during the operational meetings, ensure all parties involved provide their response, take action as needed.
  • Assist with the Supply Chain Management Dashboard design & improvements in close coordination with the project team and the WFP Supply Chain Planning unit
  • Coordinate weekly reporting and evaluation:
  • The activities of WFP are reported to the PR and the Global Fund on a weekly basis, including reception of stock, storage and deliveries. This will be provided in a full inventory/stock movement tracking repot to ensure all stock sheets/reports are up to date.
  • Coordinate monthly stock status reports
  • At the beginning of each month, WFP will submit a stock status report to the PR which will be shared with the Global Fund and the partners, to update on the stock status/ movements at the regional warehouses.
  • Be an active member of WFP SC team, in coordination with the Project manager, leading the planning and organization of the SC project related activities
  • Lead and provide support to WFP SC project team with information management activities, ensuring timely reporting to the partners and donor.
  • Provide support to logistics operations and activities when necessary, following standard processes and contributing, directly or indirectly, to the effective delivery of NFIs to the final distribution points.
  • Support the SC project team to resolve and/or provide recommendations on specialised queries/requests for support, using initiative and following standard processes, to ensure timely and accurate resolution of enquiries with excellent client service mind-set.
  • Provide support to the SC project team when necessary with analyzing the operational pipeline and contribute to assessments and operational planning for all delivery modalities, to ensure that supply chain requirements are taken into consideration.
  • Support the SC project team with the management of documentation, take appropriate actions to resolve issues related to any discrepancies found and/or escalate the issues to the management if necessary.
  • Liaise with internal and external stakeholders of the SC project to ensure management and execution of required actions.
  • Coordinate the activities of the SC project and ensure individual and team actions are delivered to agreed standards and deadlines.
  • Act as a focal point for all project communications related material/articles.
  • Other duties as assigned be the supervisor.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

  • An University degree in Communications, Supply Chain, Logistics, International Relations, Business Management or another related field.

Experience:

  • At least 1-3 years or more of postgraduate progressively responsible professional experience in a relevant field of work, with a background and interest in international humanitarian development.
  • Experience in information management, in particular, in supply chain operations.
  • Experience in producing reports, coordinating meeting and events.
  • Experience in project coordination and reporting.
  • Experience in WFP.
  • Experience in data analysis and reporting.

Technical Knowledge & Skills:

  • Ability to plan, coordinate and manage multiple activities and adjust to changing priorities.
  • Ability to meet deadlines and work under pressure as part of a team;
  • Good communication skills;
  • Excellent written and analytical skills;
  • Advanced knowledge of logistics operations (WFP operations as well as knowledge of medical logistics is considered an advantage);
  • Knowledge of WFP supply chain/logistics standards and procedures;
  • Solid knowledge on the use Microsoft Excel;
  • Strong analytical abilities (quantitative and qualitative), with the ability to think outside the box;
  • Sound knowledge of Microsoft Windows, MS Word, MS PowerPoint and other related software.

Languages:


Fluency (Oral and written) in French and English.
