Lead Water Engineer (Retainer for 200 days in 2 years in Yaoundé, Cameroon and Antananarivo , Madagascar) , Multiple positions

To expand our work in Madagascar and in Cameroon by strengthening our value proposition, fortifying our internal capacity to respond rapidly to funders' and government's requests, enhancing our added value in our contribution to UNCT in the UNSDCF process and to the country's National Development Plans, UNOPS is recruiting a Lead Electrical Engineer to support technical proposals that will help to build further the pipeline in Madagascar and Cameroon.

Based in Kinshasa, DRC, the UNOPS Multi country Office (CDOH) in Central Africa covers eleven countries including DRC, RC, CAR, Angola, Cameroon, Equatorial Guinea, Gabon, Rwanda, Burundi, and Madagascar. The office has developed strong working relations with the international partners, UN agencies including UN Missions and Governments across Central Africa over the years. It provides technical support and capacity building in strategic development areas including infrastructure construction and rehabilitation and development across health, education, public works, governance/public administration sectors; procurement, project management, amongst others.

CDOH Hub also implements more and more projects of procurement and distribution of various equipment and therefore needs Logistics skills to properly implement and monitor these projects.

The UNOPS office in Cameroon opened in December 2019, and has several active projects, whose nature varies from construction, technical studies in different sectors, WASH activities, human resources management for other entities, and procurement including in the medical field (COVID-19).

The office is constantly working to expand its activities in order to support its partners in the implementation of their development programs and projects.

Under the overall guidance and direct supervision of the Multi-country Office Director or Business and Partnerships Advisor for the Multi-country Office (CMCO) and in close coordination with the Regional Office and the Partnerships Group, the Lead Water Engineer is responsible for supporting the development and implementation of the partnership and programme development plan for the offices and countries managed by the Multi Country / Country Director or the HQ Partnerships Group. This may also include new countries where UNOPS is planning to initiate or broaden operations.

In particular, the Lead Water Engineer with expertise in design, planning, and implementation of Hydraulic infrastructure such as boreholes and water networks, will provide UNOPS with sound technical and practical advice for the following:

    • Conceptual designs of primary and secondary Hydraulic facilities
    • Best practices and tools needed for delivery of optimized designs,
    • Technical specifications,
    • Contractual special conditions for the different phases of design and implementation,
    • Needed duration for the construction and implementation of the designed facilities (Primary and Secondary),
    • Cost and estimated budgets for the design and construction phases,
    • Any constraints that may affect the scope or the implementation of the designed facilities ,
    • The Water Engineer will travel to assess needs, advise on site conditions, meet and coordinate with relative stakeholders and beneficiaries, and advise UNOPS on any site constraint and other issues.
    • Reviewing and advising UNOPS on a phased detailed technical design with costing/ budgeting and implementation of Hydraulic activities that are contextually relevant, cost-effective and efficient and sustainable;
    • Collating and documenting base information (particularly historical data, master plans, lessons learned);
    • On Hydraulic facilities design and provide necessary recommendations;
    • Based on the above, advising and recommending improvements to existing/ proposed design for Hydraulic facilities;
    • Preparation of formal reports including recommendations based on site visits;
    • Undertaking any other tasks assigned by the UNOPS Head of Programme within the scope of the TORs.
    • Advanced university degree (Master's or equivalent) in Civil Engineering, Hydraulic or related field from reputable university is required.
    • First level university degree (Bachelor's or equivalent) in Civil Engineering, Hydraulic or related field from reputable university with two additional two (2) years may be considered in lieu of an advanced university degree.
    • Minimum of five (5) years' experience in the water engineering and networks design field is required;
    • Knowledge and experience of internationally recognized best practice for water and retaining features is an assed;
    • Relevant experience in developing countries for the purpose of infrastructure development is an asset;
    • Previous experience with the UN structures and procedures is an advantage;
    • Written and spoken English and French is required.
