Laboratory Quality Management System Lead at The Georgetown University Center for Global Health Practice and Impact (CGHPI)

JOB ANNOUNCEMENT The Georgetown University Center for Global Health Practice and Impact (CGHPI) serves countries to improve their population health and wellbeing and to safeguard against health-related threats by advancing the use of evidence and human-centered enterprise architecture on the path towards achieving equity and social justice. To achieve this mission, we catalyze the uptake, spread, and implementation of innovations; triangulate data from different sources, and tailor visualization of the information for each audience; design and implement integrated service delivery models; support communities of practice to inform policy and practice through efficient data use and horizontal and vertical collaboration; disseminate best practices and evidence globally through open-source learning networks; build global, collaborative, multi-disciplinary, and interprofessional networks; undertake research that is informed by local needs; and invest in local leadership to own, provide oversight, and sustain implemented interventions. Georgetown University, through CGHPI, has recently received an award from U.S Centers for Disease Control and Prevention (U.S. CDC) through funding from the U.S President’s Emergency Plan for AIDS Relief (PEPFAR) to support HIV response efforts in Cameroon for achievement of HIV epidemic control to implement a program titled Translating Data and Evidence into Impact (TIDE). As a result, CGHPI is recruiting for the following program implementation position. All prospective candidates must be fluent in French and working knowledge of English. These positions will be based in Yaoundé or Bertoua. CGHPI is operating in Cameroon as Georgetown Global Health LLC (GGHC). Position: Laboratory Quality Management System Lead Reports to: Program Director Location of Work: Yaounde, Cameroon Number of positions: 1 Type of contract: Permanent Position Summary: The Laboratory Quality Management System Lead will lead the technical area of GU Laboratory Quality Improvement (QI) program in national, regional and district health laboratories. Main activities: • Strengthen national laboratory policies and increase adherence to national guidelines • Develop local capacity in biosafety and biosecurity (B&B) • Develop skills in laboratory management and strengthen laboratory professions competencies • Implement QMS in the entire laboratory network • Improve and implement LIS for improved data management and utilization Specific activities and deliverables: The Laboratory Quality Management System Lead will lead a team of Quality Management Mentors/Consultants in the planning, coordination and implementation of all laboratory Quality Improvement activities including the following tasks, responsibilities and deliverables: • Provide remote and onsite (face-to-face) mentorship and training to laboratory managers and staff on laboratory QMS towards meeting the ISO 15189 standard including: documentation and SOPs, all laboratory testing, sample management and collection techniques, sample packaging, sample referral systems, quality management practices, quality assurance, results handling, service delivery improvement, universal biosafety and biosecurity principles; and waste management • Visit priority laboratories regularly to conduct QMS gap analysis and formulate corrective measures to facilitate compliance and provide TA on-site • Monitor, evaluate, and report on QMS implementation at laboratories and ensure that laboratories are meeting project goals • Support adherence to laboratory policies, guidelines, usage of monitoring tools to improve services as required • Provide training and coaching to laboratory personnel to enhance Good Clinical Laboratory Practices (GCLP) • Coordinate all lab-related trainings with target laboratories and other local partners involved in improving laboratory practice in Ivory Coast • Provide recommendations to Laboratory Quality Management Mentors, in dealing with challenges as they arise and facilitate interventions to achieve project goals • Coordinate mentorship of trained personnel for Strengthening Laboratories towards accreditation for WHO stepwise accreditation and LQMS • Offer technical advice on laboratory commodities forecasting, ordering, re-stocking and stores management to eliminate stock outs • Provide technical assistance for equipment management and including validation, calibration, certification and routine servicing to ensure efficient operation and minimal test interruptions • Provide efficient linkage between the facilities and the program, and communicate facilities overall needs to ensure requisite quality improvements • Support and participate in all laboratory assessments as required • Present programmatic updates and generate reports with quality quantitative data visualization as required Qualifications and Experience: • Bachelor’s in Medical laboratory Science (clinical laboratory practiced) or advanced degree (preferred) in Public Health, Molecular Biology, or any other relevant laboratory field • Laboratory experience with infectious disease detection protocols, writing standard operating procedures, and experience with maintaining test material inventories and conducting training on laboratory testing procedures (preferred) • 5-8 years’ experience implementing PEPFAR laboratory strengthening service delivery programs • Knowledge of the laboratory system in Cameroon is required • Must be familiar with concepts of Good Clinical Laboratory Practice • Demonstrated computer skills in Microsoft Office applications such as Word, PowerPoint and Excel are required • A demonstrated track record of providing mentorship and supervision for strengthening laboratory services and training in quality improvement approaches • Good knowledge on utilization of data to improve laboratory programs especially around reporting and LIMS functionality • Experience working with MOH to strengthen laboratory networks and access to testing • Ability to work in a complex project implementation environment with multiple tasks, short deadlines and intense pressure to perform • Excellent skills in facilitation, team building and coordination • Strong programming, management, technical and critical thinking skills to facilitate program implementation • Excellent analytical, communication, presentation and report writing skills • Knowledge with strengthening laboratories/POCT to achieve international quality standards including against ISO 15189 and/or SLMTA/SLIPTA or in-country standards • Ability to build teams, recognize, acquire and retain talents • Sensitivity to cultural differences and understanding of the ethical issues surrounding research and surveillance • Fluency in French and English with the ability to make presentations and effectively write/edit technical reports and documents; Fluency in written and spoken English is desirable Instructions for Submitting Applications 1.
