Job Description:

The purpose of the ICLA Officer position is in charge of the day-to-day implementation of the project Specific responsibilities related to this position in Bamenda.

Generic responsibilities which are function specific;

  • Ensures adherence to NRC policies, manuals and directives.
  • Implements the activities delegated to him/her in accordance with the action plan.
  • Writes activity reports as requested by the supervisor or management.
  • Ensures the correct archiving of documents.
  • Ensures that projects target beneficiaries with the greatest needs and evaluates new and better ways to provide assistance.
  • Encourages and advocates for technical improvement.
  • Ensures capacity building of project staff and transfer of key skills;
  • Promotes the rights of IDPs/returnees in line with the advocacy strategy.
  • Manages and supervises Project Assistants

Specific responsibilities:

  • Participates in the implementation of needs identification tools and project monitoring and evaluation tools.
  • Contributes to the operational planning of activities and monitors their implementation.
  • Designs training modules for local leaders and contributes to the improvement of existing ones.
  • Organizes training for ICLA teams and relevant partners and beneficiaries (administrative authorities, customary authorities, humanitarian partners; ....);
  • Promotes synergy with other NRC core competencies in order to develop integrated approaches for a holistic response to the needs of beneficiary populations;
  • Identifies relevant advocacy issues related to land tenure and legal identity.
  • As delegated by the PC, participates in meetings, working groups, seminars and training workshops (internal or external) and takes advantage of them to contribute to the capacity building of all NRC staff and partner teams.
  • Any other task relevant to the position as requested by the line manager.

Generic professional competencies for this position:

  • Minimum 3 years of relevant experience within field of expertise, including project coordination and project cycle management
  • Technical specific knowledge from the humanitarian sector
  • Previous experience from working in complex and volatile contexts
  • Documented technical competences related to the position’s responsibilities
  • Documented results related to the position’s responsibilities
  • Proven knowledge in the fields of civil status registration, rural and urban land management and collaborative conflict management;
  • Good knowledge/experience in conducting qualitative/quantitative evaluations and in responding adequately to identified gaps.
  • Fluency in English and pidgin, both written and verbal
  • Knowledge of the North and South West Regions context
  • Hold a university degree (Bac + 5) in law or its equivalent;
  • Experience working in complex and volatile contexts;
  • Have a good command of computer tools (Windows, Word, Excel, PowerPoint);

We offer:

  • Contract Duration: Fixed Term contract of Eight months, renewable on availability of funding.
  • Duty Station: Bamenda with 70% of field travel,
  • Salary Grid: According to NRC Cameroon Grade 5-1
