JOB DESCRIPTION

The H.R.A will lead, direct and manage the day-to-day Human Resources activities for the company. He/she will provide oversight and guidance to the development and monitoring of processes relating to recruitment and retention, compliance, compensation, benefits, training and development, performance management and employee relations.

The HRA will provide strategic guidance on HR to the office. Policy formulation, staff performance standardization, asset maintenance as well as quality/efficiency management across the entire company. The Human Resources Associate is responsible for implementing all the recruitment and human resources management related functions of project personnel and individual consultants required to support programmes taken on by UNDP Under the guidance and supervision of Service Center Manager, the HR Associate ensures execution of transparent and efficient HR services in the Company. The HR Associate promotes a collaborative, client-focused, quality and results-oriented approach in the Unit. The HR Associate works in close cooperation and supports the Administrative Assistant of the company for all travel and logistical support required. The HR Associate also works in close collaboration with the operations, programme and projects teams in the company staff and Government officials to successfully deliver human resource services and information exchange.

KEY RESPONSIBILITIES

  • Analyze internal business processes, structures, design and deliver leading-edge HR practices.
  • Establish and communicate clear targets/performance expectations to staff.
  • Refine measurement of ROI (return on investment) in Human Capital and align measurements with reward and recognition programs.
  • Lead change and sustain excellence at meeting customer needs.
  • Champion and maintain a dynamic culture that promotes productivity and keeps staff motivation.
  • Manage employee safety, welfare, wellness, and health in compliance with the law.
  • Coordinating compensation administration, including salary surveys, benefits, and the payroll
  • Responsible for the review, updating and implementation of the Human Resources policy
  • Handling all Labor related cases, directly or in an advisory capacity
  • Handling recruitment, induction and placement functions, staff grievances and discipline
  • Develop and implement HR strategies and initiatives aligned with the overall business strategy.
  • Oversee and manage a performance appraisal system that drives high performance.
  • Assess training needs to apply and monitor training programs.
  • Report to management and provide decision support through HR metrics.
  • Ensure legal compliance throughout human resource management.
  • Facilitate the implementation of various initiatives from HR center of expertise.
  • Identify recruitment needs, strategic competencies and forecast the critical skills requirement.
  • Implementation of recruitment processes including drafting job description, provision of input to job
  • classification process, vacancy announcement, screening of candidates, participation in interview
  • panels.
  • Creation/update of positions in HR software, association of positions to chart of all officies in the country, update of country office recruitment plan
  • information, setting up vendor. Preparation of contracts (ALD, SSAs, SCs) and recurring software application.
  • Timely follow up with Finance staff on Global payroll issues.
  • Maintenance of the projects staffing table and files.
  • Preparation of submissions to the Local Contracts, Asset and Procurement Committee (CAP).
  • Provision of information on benefits/entitlements to the project staff and international experts.
  • Maintenance of rosters including e-rosters of professional staff and experts available to support the
  • implementation of projects.
  • Validation of cost-recovery charges in management application for HR services provided by partners to the company.
  • Implementation of recruitment processes including drafting job description, provision of input to job.
  • classification process, vacancy announcement, screening of candidates, participation in interview
  • panels.
  • Creation/update of positions in company software, association of positions to chart fields (COAs), update of COA
  • Timely follow up with Finance staff on Global payroll issues.
  • Maintenance of the projects staffing table and files.
  • Preparation of submissions to the Local Contracts, Asset and Procurement Committee (CAP).
  • Provision of information on benefits/entitlements to the project staff and international experts.
  • Maintenance of rosters including e-rosters of professional staff and experts available to support the
  • implementation of projects.
  • Development of travel and logistics support plans, deployment schedules and budget requirements
  • related to projects.
  • Setting up proper travel and logistics systems appropriate to managing, coordinating and
  • communication all related information.
  • Ensuring that all necessary approvals are obtained in writing prior to any arrangements being made, and
  • that all travel and logistics processes are thoroughly transparent and well documented.
  • Coordination of reservation and purchase of airline tickets and PO preparation.
  • Ensuring timely issuance of entry visas, mission orders, DSA.
  • Conference facilities arrangements.
  • Timely conducted DSA, travel agencies, hotel, and conference facilities surveys

  • At least 4 years’ work experience

Qualifications : ·

 

Extensive experience within the human resources department of an international institution or substantive company where they were able to demonstrate their knowledge and experience in the following areas: o Recruitment o Development and enforcement of HR policies and procedures o Interpretation and enforcement of legal/regulatory/UNDP requirements o Administration of compensation and benefit programs o Management of a performance appraisal system o Handling of personnel related problems/issues in a counseling role · Aggressive “can-do” no-compromise approach to accomplishing tasks within required timeframes. · A University Degree in human resource management, social science, or equivalent · Fluency in French and English.
