HR/Admin Officer

The purpose of the HR/Admin Officer is to provide Human Resources support to the various human resource functions in the NRC Field office in Buea which include recruitment, staffing, training and development, performance monitoring and employee counseling.

Duties and responsibilities

  • Provide support to supervisors and staff to develop the skills and capabilities of staffs;
  • Provide information to staff, supervisors on human resource and work related issues;
  • Supervision of the HR/Admin Assistant and cleaners;
  • Recruiting staff - this includes developing job descriptions and person specifications, preparing job adverts, checking application forms, shortlisting, interviewing and selecting candidates;
  • Promoting equality and diversity as part of the culture of the organization;
  • Coordinate with relevant partners, suppliers, authorities, lawyers, Pension Office, Medical insurance company, etc;
  • Provide support to supervisors and staffs to develop the skills and capabilities of staffs;
  • Ensure proper and systematic filling of documents, to ensure required documents are collected and maintained in the employee files;
  • Support recruitment process by preparing job adverts, collecting applications, schedules examination, administering test., interviewing and selecting candidates;
  • Coordinates appointments background/references checks, and communication benefits information
  • induction pack/work support tools, schedule briefing with relevant departments and assist in email address requests/ID card for new staff and keeping Appropriate records;
  • Issuance of stock request to relevant department; updating and sharing the stock report on a monthly basis;
  • Preparation of contracts for both casual workers and full time workers;
  • Ensure that office and guest house supplies are requested for and timely distributed;
  • Preparing and circulating the Minutes from the all staff meetings;
  • Updating and circulation the contact list on a weekly basis;
  • Assist in developing an efficient working relationship with all HR partners, government bodies, stakeholders and others;
  • Plan and follow-up the renewal of staff annual medicals checkups;
  • Assist in designing and implementing best HR policies: sourcing, talent management, career and succession planning, etc. when applicable;
  • Ensuring that effective record keeping and reporting systems are maintained so that accurate information is available to managers;
  • Ensure legal compliance at all times by monitoring and implementing applicable HR requirements as per working documents: Labour code, Collective agreement of INGO’s, and all other by laws;
  • Undertake any other duties which may be requested by the Line Manager/ and or management.

Qualifications

  • Proven practical experience in the planning and execution of HR/Admin functions of at least 2 years’ experience in a humanitarian and development programme preferably with an INGO;
  • Experience in staff management and development and supervisory roles;
  • Proficiency in Microsoft office tools (Word, power point and Excel);
  • Previous experience from working in complex and volatile contexts;
  • Documented results related to the position’s responsibilities;
  • Fluency in English and work knowledge of French are required;
  • Experience in report writing.
  • Minimum of a BSc degree in HR/Law/Business Administration or any other related field .

  • Knowledge of South-West and North-West Regions:  Context, use, habit and local language;
  • Ability to work under pressure, independently and with limited supervision;
  • Highest standard of ethics and integrity;
  • Ability to work in insecure environments;
  • communicating with respect;
  • Good analytical skills, with an ability to translate analysis into recommendations for practical action including concept note and proposal development;
  • Excellent teamwork and interpersonal skills;
  • Cultural sensitivity.
