Health Safety and Security Manager at NRC - Norwegian Refugee Council

Context

The humanitarian context in Cameroon is characterised by three pronounced crises. A) Protracted crisis in the East of the country, where over 300,000 Central African Republic refugees are hosted. B) Impact of the Armed Organized Groups (AOGs) in the Lake Chad Basin Countries, which has forced more than 115,000 Nigerians to seek refuge in the Far North region and approximately 322,000 Cameroonians internally displaced. C) on-going violence in the two English-speaking regions of Cameroon that has forced nearly one million people to be displaced and over 750,000 children out of school for multiple years. In addition, the secondary impacts of the COVID-19 pandemic have further exacerbated the needs in country

NRC has been operational in Cameroon since April 2017, and currently has five field offices; Maroua and Kousseri in the Far North; Buea in the South-west; Bamenda in the North-west and Batouri in the East. NRC maintains a coordination office in Yaounde

Role And Responsibilities

The Country HSS manager serves as the lead technical resource on health, safety and security and crisis management within Cameroon. This function is line managed (direct) by the Country Director (CD) and managed in a technical line (dotted) by the Regional Head of HSS function. This role acts as the technical supervisor for Area HSS staff or equivalent within the country, and serves as a core member of the country management group and crisis management team.

Generic Responsibilities

  • Promote and stimulate HSS risk management culture
  • Provide Country management group (CMG) with strategic advice based on changes to the context
  • Oversee country level HSS risk management process to minimize the risks to staff, assets, operation and reputation of NRC
  • Implement the NRC Global HSS Management System at country level and provide reports as required
  • Develop and maintain country and Area Office specific HSS documents and procedures incl. strategy and budget
  • Act as an adviser to Crisis Management Team leader during a crisis and take lead as and when delegated
  • Oversee and/or conduct Security Risk Analysis (SRA) and status reviews
  • Manage HSS staff at country office
  • Support, training, control and development of HSS staff in all offices and organize and/or train and develop staff in HSS
  • Network, communicate and cooperate with relevant external stakeholders

Specific Responsibilities

  • Support security assessment at Area level conducted by HSS teams
  • Develop and share with CO and RO country weekly and monthly security context reports
  • Liaise with the Head of Support (HoS) and Head of Programs (HoP) to ensure that Security needs and activities are adequately budgeted
  • Ensure constant communication and coordination between HSS department and the program departments to facilitate program delivery in the area of operations
  • Ensure that solutions respect both the rules and principles of the Security System of NRC, as well as the humanitarian standards of humanity, neutrality, impartiality and independence that are guiding the interventions of NRC for accessing beneficiaries;
  • Monitor and assess Security service providers’ performance, manage their contracts and acts as a primary focal point with security service providers.
  • Ensures Crisis management preparedness in country level
  • Put on place Relocation, Hibernation and Evacuation plans and organize relevant drills.

Competencies

Generic Professional Competencies

  • Advanced University Degree with a minimum of 5 years of relevant experience of health, safety and security management
  • Minimum 3 years of experience from working as a senior HSS Manager in an international humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Substantial and demonstrated prior experience as a trainer
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal,
  • Valid driver’s license

Preferred

  • Professional qualifications or studies in general management, HSS and/or risk management
  • Experience or qualifications in humanitarian access
  • Experience or qualifications in humanitarian negotiations
  • Experience in risks management for implementing partners or remote management

Context Related Skills, Knowledge And Experience

  • Knowledge of the context of Cameroon and/or of Lake Chad Basin
  • Knowledge of local security actors is a plus
  • Fluency in French and English, both written and verbal
