Job Purpose

Reporting to the Programs Coordinator for the Japanese Government-funded Humanitarian assistance Programs in Cameroon, the Health & Nutrition Field officer will:

  • Be responsible for the supervision, planning and coordination of the different phases throughout the project cycle relevant to the delivery of services through the Japanese Government-funded Humanitarian assistance Programs). He/she will work closely with CRC (Cameroon Red Cross Society), ensuring the Japanese Government-funded Humanitarian assistance Programs is implemented effectively and efficiently in coordination with relevant stakeholders at local levels. This position is fully embedded in the health team and works closely with CRC Health at the HQ and provincial/regional level to build CRC Health &; Nutrition team capacity overall in Program design, implementation and M&E.
  • S/he supports the implementation by CRC (Cameroon Red Cross Society) of the Japanese Government-funded Humanitarian assistance project in the West region of Cameroon (Noun and Bamboutos divisions).
  • S/he assists/supports the Health Development Coordinator in overall leading/management of IFRC Health &; Nutrition Programs and provides technical support to CRC (Cameroon Red Cross Society) in implementation of Japanese Government-funded Humanitarian assistance Programs in in the West region of Cameroon (Noun and Bamboutos divisions)
  • The Field officer must ensure all activities meet/match IFRC charter, policies, and ethical principles with consideration of international and national protocols in order to ensure the delivery of quality healthcare for patients and their communities as well as to improve the health condition and humanitarian living conditions of the target population. The Field officer, in close collaboration with the programs coordinator and the health team, will be responsible for defining and implementing the strategy for health and nutrition sectors of the Country Cluster Delegation (CCD).

Job Duties And Responsibilities

The Health & Nutrition Field officer will be responsible for the following aspects of the Programs: Program planning, Monitoring, Evaluation and Reporting

  • Support Cameroon Red Cross (CRC) and IFRC in management of activities related to the operation:
  • In the defined location or component of the operation, support NS and IFRC field teams in project/program design, set up, planning, implementation, monitoring and reporting, and transition keeping in line with the objectives outlined in the IFRC emergency appeal and Japanese government-funded humanitarian assistance project. 3. Support the Design and set up the initial operational plan in coordination with the National Society branch in the geographical area, considering the exit strategy for the operation from an early stage and how it might link to and support the NS long-term programmes.
  • Provide assistance to NS staff and volunteers to effectively implement project and program activities in accordance with humanitarian standards (i.e. Sphere Minimum Standards in Humanitarian Response).
  • Support the NS and IFRC technical program teams in running field activities for specific programs, such as Health, Wash & Nutrition and others; ensuring technical support is provided for field teams.
  • Serve as a link between the IFRC/CRC and the activities outlined in the area of assignment.
  • Together with NS counterpart and field teams provide regular monitoring field reports as required and/or as per given schedule, including reports on important events or situation developments.

NS Branch Technical and Operational Capacity Support

  • Work closely and support local branches of the NS in area of responsibility; Support the branch in building capacity where needed both in order to carry out current operations and for long-term organizational development.
  • Continuously assess socio-political, humanitarian and security situations and gaps in area of responsibility. Report results regularly to IFRC team and NS counterparts to inform potential adjustments needed to ensure accuracy and quality of the planned intervention.
  • Host visitors, donors, & delegations and provide operational updates as necessary.
  • Ensure staff safety and security by adhering to and communicating policies and regulations to all staff (PNS and NS) in the assigned geographical area. Serve as IFRC finance, admin and logistics focal point for IFRC in the hub area as needed.
  • Lead the risk assessment process in close collaboration with operational management in the assigned geographical area
  • Provide security management support for IFRC in the hub area as needed
  • Champion high quality accountability standards and ensure compliance with relevant policy and procedures

Job Duties And Responsibilities (continued)

Coordination and Communication

  • Coordinate and liaise with internal and external partners in the assigned geographical area or operation component:
  • Represent the IFRC in planning and coordination meetings and external relationships/networking, in the assigned geographical area, providing RCRC reports to participating partners and ensuring alignment with the NS and the Movement.
  • Provide regular updates, including from coordination meetings held in the Movement’s area of responsibility in the region, to IFRC and NS appropriate Focal Persons to inform overall country programme decision-making.
  • Support the organizing/facilitating of Movement coordination meetings chaired by the NS; IFRC and other Movement partners as needed.
  • Encourage NS to engage effectively with Movement partners, Regional and Local bodies at all levels, UN and international humanitarian organizations, NGOs, community groups and vulnerable people.
  • Ensure close linkage and co-operation with different NS and IFRC managerial and technical sectors.

Ensure activities are coordinated with communities and local actors, Participating National Societies (PNS),

Education

  • Relevant post-graduate degree or equivalent work experiences. Hold an advanced degree in medicine. An additional degree in public health will be considered an asset
  • Equivalent training/course on Health, Nutrition, WASH; program management; planning, monitoring, evaluation and reporting (PMER); training development and facilitation; in development and emergency context.

Experience

  • At least 4 years of professional experience working as project manager in health& Nutrition sector for national and international organisations.
  • Coordination, representation.
  • Experience working in different areas of the country
  • Experience with international donors funded programme

Preferred

  • Red Cross and Red Crescent knowledge and experience.

Knowledge, Skills and Language

  • High knowledge in Health& Nutrition programme management.
  • Strong analytical skills in assessment, data collection and analysis.
  • Strong experience in program/project proposal writing.
  • Proven programme management skill in program planning, monitoring, evaluation and reporting.
  • Ability to provide staff training, coaching and mentoring.
  • Creative communication and participatory learning process.
  • Excellent communication skills, both oral and written.
  • Good understanding of programme budget and financial management.
  • Strong interpersonal and cultural sensitivity.
  • Self-supporting in computers (Windows, Office).
  • Fluent in written and spoken English and French

Preferred

  • Ability to provide staff training, coaching and mentoring.
