NRC in Cameroon is looking for a Head of Support (HoS)! NRC started operations in Cameroon in April 2017 to respond to the humanitarian crisis that affects this country and has continued to expand into the worst affected and hard to reach areas. NRC runs operations in the Extreme North and more recently in the south and North West regions of Cameroon implementing Education, Food Security, WASH, Shelter and ICLA. The Country Office has been expanding steadily the past one year and the team currently consists of around 80 national staff members.

The purpose of the Head of Support position is to ensure that all support functions are providing high quality and efficient support programme implementation.

Duties and responsibilities

  • Line management for support managers such as Finance, HR & Admin and Logistics, ICT
  • Member of the Country Management Group (CMG)
  • Compliance with and adherence to NRC policies, guidance and handbooks and donor/auditor requirements
  • Facilitate the support function’s strategic input to the development of the Country Strategy and Plan of Action
  • Provide input on operational support in proposal development, and to coordinate and align operational support with programme plans
  • Facilitate the Master Support Budget, country level budgets and BPO development and monitor costs and resource allocation needs
  • Responsible for development of new country specific technical SOPs, guidelines and tools
  • Ensure internal control systems are strengthened and enforced
  • Ensure smooth communication between Yaounde and field teams
  • Participate to support related meeting with other INGO and/or UN agencies
  • May be required to become Acting CD when the CD is out of the country

Qualifications

  • Minimum 4 years’ experience from a senior management position in a humanitarian/ recovery context
  • Experience from working in complex and volatile contexts
  • Allocation of resources and costs expertise
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in French and English, both written and verbal
  • Valid driver’s license
  • Knowledge of the context in Cameroon
  • Solid knowledge of HR, finance and logistics routines in a humanitarian context
  • Excellent communication skills
  • Ability to process large amounts of liquid data
  • Experience with start-up, exit or similar

We can offer

Commencement: March 2020

Duration: 12 months

Grade: 11 in NRC's grade structure.

Duty station: Yaounde, with 20% travels in the field.

Designation of family duty station: Family posting

Designation of position: Non-accompanied position (i.e. non covered family benefits)

Approved health certificate will be requested before contract start.
