ONE (01) FOOD SECURITY AND LIVELIHOODS PROGRAM MANAGER M / F

OBJECTIVE : Tomanage the teams and ensure the proper operational and technical implementation of the project in the intervention area 

IN PARTICULAR, YOU WILL HAVE THE FOLLOWING RESPONSIBILITIES : 

Mission 1  : Ensure the implementation of the project

  • Know the issues, logical frameworks, budget and indicators and train teams to understand them;
  • Follow the implementation methodology and programming, and suggest changes to be made if necessary;
  • Supervise the execution of his program activities using ACF tools (APR, budget monitoring, programming monitoring, PAP, etc.);
  • Develop a transparent communication plan and a participatory approach with beneficiaries and local authorities throughout the project cycle;
  • Supervise and supervise the project implementation teams and ensure the achievement of the objectives of each of these members;
  • Ensure the planning of activities and support the supervisor as well as the facilitators in the implementation of activities and make proposals for improvement;
  • Contribute to the creation and create tools for the implementation of the program in connection with technical coordination;
  • Ensure good integration between its program and other ACF programs in the region.

Mission 2  : Ensure the monitoring and reporting of the project

  • Ensure the drafting of quantitative and monthly narrative APRs for better monitoring and capitalization of the program;
  • Validate the weekly report (SitRep) of the supervisor for the internal monitoring of ACF;
  • Write Donor reports (Interim and final reports);
  • Report to his line manager any findings of constraints and opportunities;
  • Share with the technical coordination any information necessary for the technical monitoring of the program.
  • Contribute to the coordination of all MEAL strategies and activities implemented in conjunction with the MEAL Transversal team (surveys, reports, capitalization, lessons learned)
  • Participate in the establishment and management of the accountability and complaints system of the project and of the mission in general.

Mission 3  : Ensure the local representation of the program and coordination with other actors in the Far North region.

  • Explain to local authorities and beneficiaries the objectives and all necessary information on the program;
  • Include the actors in the area as well as the beneficiaries in decision-making and the implementation of activities;
  • Include other programs, linked to technical coordination, in technical discussions and decision-making;
  • Communicate regularly and as much as necessary on the program during its implementation;
  • Coordinate the actions of the program with the various local actors in its area of ??intervention;
  • Participate in the mapping of local actors and assess the possibilities and types of partnerships between ACF and these actors for the implementation of projects.
  • Participate in the coordination and humanitarian watch of the region
  • Participate and represent ACF in regional CWG meetings

Mission 4: Ensure the management and financial, logistical and human resources monitoring of its program.

  • Ensure the development and monitoring of action plans for members of the program team;
  • Coordinate the writing and / or updating of the job descriptions of his team in connection with the TC and the base HR;
  • In conjunction with the HR department and its direct supervisor, carry out the recruitment of its team;
  • Perform and monitor assessment interviews (end of trial period, annual assessment, etc.);
  • Participate or / and carry out, according to the identified needs, the appropriate training for his team;
  • Ensure the application and monitoring of the Internal Regulations and the ACF Charter within his team;
  • Ensure the implementation and monitoring of the Program Supply Plan;
  • Develop program purchase requests and financial codification in compliance with project codes, financing contracts and financial lines;
  • Ensure the projection and monthly verification of expenditure allocated to the program lines of its budget and make requests for reallocation if necessary;
  • Participate, with the Base Finance Manager, in the monthly update of the expenditure forecast for program lines (activities, program HR, program support costs) in the Budget Follow Up;
  • Validate out-of-stock requests, and ensure their grouping;
  • Validate requests for weekly movements from his team;
  • In conjunction with the TC and the mission's safety manager, ensure the implementation and monitoring of safety measures for teams (including day laborers) and the population on worksite sites;

Mission 5: Contribute to ACF internal communication .

  • Ensure the backup of data (documents, tools, photos, databases…) and distribution to its hierarchical and technical managers;
  • Ensure the archiving of the programmatic and operational documents of the program according to the rules defined by the mission;
  • Participate in meetings and working frameworks within the Mission in coordination with his hierarchical superior.
  • Go back up and propose solutions for the difficulties encountered

DIPLOMAS / LEVEL OF STUDIES / PROFESSIONAL EXPERIENCE :

            Minimum BAC + 4 university degree in sociology, anthropology, health and / or nutrition, local development, agricultural technique, and / or any field related to food and nutritional security.

REQUIRED SKILLS :

  • Applied knowledge in project management / project cycle
  • Good knowledge of community approach and understanding of the context, issues and local social dynamics;
  • Good knowledge of the humanitarian context and nexus phases towards development
  • Good knowledge of cash transfer projects and methodologies
  • Good knowledge of capacity building in traditional markets
  • Knowing how to analyze a context, a situation and produce recommendations
  • Knowing how to show autonomy and initiative in one's work
  • Know how to lead a meeting, a working group and a training course
  • Knowing how to communicate effectively orally and in writing
  • Knowing how to identify, develop, maintain and mobilize a professional network
  • Knowing how to organize your work and manage priorities
  • Listening, adapting your communication style and establishing a relationship of trust with your key contacts
  • Good computer skills (Outlook, Word, Excel, Powerpoint and Kobo collect / OdK survey software)
  • Perfect command of French. Knowledge of English and / or a local language is an asset.
  • Good knowledge of financial, logistical and HR tools and procedures in NGOs

 

RECRUITMENT PROCEDURE
