Founded in 1933 at the request of Albert Einstein, the International Rescue Committee ( IRC) is one of the largest humanitarian organizations in the world. The IRC provides relief, rehabilitation and post-conflict reconstruction support to victims of oppression and violent conflict. Present in more than 40 countries, IRC's mission is to help people whose lives and livelihoods are shattered by conflict and disaster to survive, recover and take charge of their future.

Faced with a growing humanitarian crisis, the IRC is launching emergency programs in the Far North region of Cameroon. Planned programs include environmental health, food security, women's protection and empowerment, and protection and rule of law.

The role of the Finance Officer will be to manage the financial aspects in coordination with the Yaoundé coordination office.

He will report hierarchically to the Field Manager of the Maroua base; but technically from the Finance Manager, based in Yaoundé.

Roles & Responsibilities

Specific Tasks
Coordinate the overall finance role in the field and adequately cover the absence of staff during various IRC system trainings by working closely with the field support and program team and with the field coordinator.
Responsible for payment processing for banking and cash transactions.
Coordinate with banks and financial institutions regarding project activities.
Ensure payment documentation is complete and in compliance with IRC and donor policies and procedures
Ensure internal control procedures are followed for all disbursements, receipts and fund transfers.
Update cash and bank books daily with proper reconciliation of closing balances.
Review all payment documents for correct coding and supporting documentation.
Maintain up-to-date records of advance payments for staff insurance, rents for all programs and their monthly amortization. Utility bills and travel expenses should also be tracked.
Manage the filing of accounting and administrative documents
Review purchase orders and purchase requests to ensure that they are correctly coded and that the budget is sufficient before approving them.
Make the monthly cash forecast in coordination with the team members concerned and send it to the financial department in Yaoundé.
Administrative and compliance

tasks Adhere to purchasing procedures when delivering advances.
Perform regular cash counting with the Field Coordinator to
oversee the payment rotation period to avoid delays in processing requests submitted to Finance.
Oversee the proper and systematic filing of all payment requests, ensure regular and adequate archiving of online and hard-copy documents and submit them to the Yaoundé office in a timely manner.
In liaison with the logistics department, prepare each month lists of commitments for financial obligations already entered but not entered in the financial reports
Supervise and evaluate the performance of the staff under his supervision
Report to the finance manager any irregularities occurring within the office of the IRC, Staff Complex and Sites regarding policy and procedures.
Budget management
Perform regular BVA analyses, attend project implementation meetings and follow up on action points
Participate in the preparation of monthly and quarterly financial reports for review by DDF/FM
Perform other duties , according to needs and/or requests


Profile

Bachelor's degree in finance/accounting and knowledge of administration or higher diploma in accounting from a recognized college/institution with a minimum of three (3) years of experience in finance and administration
Computer literacy with significant Excel experience , knowledge of accounting software packages (Microsoft Office software, SUN System) will be an added advantage.
The candidate must be mature, have a stable personality and be able to respect confidentiality.
Excellent written and verbal communication skills in Francias and proficiency in English.
