Job description

Profile

 

       MAIN TASKS :

 

The role of the Finance Officer will be to manage the financial aspects in coordination with the Yaoundé coordination office.

He will report hierarchically to the Field Manager of the Kousseri base; but technically from the Finance Manager, based in Yaoundé.

 

Roles & Responsibilities

 
Specific tasks

 

Coordinate         the overall finance role in the field and adequately cover the absence of staff during various IRC system trainings by working closely with the Field Support and Program team and with the field coordinator. 

·         Responsible for payment processing for banking and cash transactions.

·         Coordinate with banks and financial institutions regarding project activities.

Ensure         payment documentation is complete and in compliance with IRC and donor policies and procedures

·         Ensure that internal control procedures are followed for all disbursements, receipts and transfers of funds.

·         Update cash and bank books daily with proper reconciliation of closing balances.

·         Review all payment documents for correct coding and supporting documentation.

·         Maintain up-to-date records of advance payments for staff insurance, rents for all programs and their monthly amortization. Utility bills and travel expenses should also be tracked.

Manage         the filing of accounting and administrative documents

·         Review purchase orders and purchase requisitions to ensure they are correctly coded and that the budget is sufficient before approving them.

Make the monthly cash forecast in coordination with the team members concerned and send it to the financial department in Yaoundé.

 

Administrative and compliance tasks

·         Adhere to procurement procedures when delivering advances.

Perform         regular cash count with Field Coordinator

·         Oversee payment rotation period to avoid delays in processing claims submitted to Finance.

·         Oversee the proper and systematic filing of all payment requests, ensure regular and proper archiving of online and hard-copy documents and submit them to the Yaoundé office in a timely manner.

·         In liaison with the logistics department, prepare each month lists of commitments for financial obligations already entered but not entered in the financial reports

Supervise         and evaluate the performance of staff under his/her supervision

·         Report to the Finance Manager any irregularities occurring within the IRC office, staff complex and sites in terms of policy and procedures.

 

Budget management

Perform         regular BVA analysis, attend project implementation meetings and follow up on action points

Participate         in the preparation of monthly and quarterly financial reports which will be reviewed by the DDF/FM

Perform other duties, as needed and/or requested

 

 

2.        REQUIREMENTS:

Bachelor         's degree in finance/accounting and knowledge of administration or higher degree in accounting from a recognized college/institutions with a minimum of three (3) years of experience in finance and administration

·         Computer literate with significant Excel experience, knowledge of accounting software packages (Microsoft Office software, SUN System) will be an added advantage.

 

 

·         The candidate must be mature, have a stable personality and be able to respect confidentiality.

·         Excellent written and verbal communication skills in Francias and proficiency in English.
