SUMMARY OF THE PROJECT

 Funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) through the United States Agency for International Development (USAID), National Episcopal Conference of Cameroon (NECC) as the CRS transition local partner, supports the implementation of Key Interventions to Develop Systems and Services for Orphans and Vulnerable Children (KIDSS) project. The project addresses the challenges of sustainable care and support to Orphans and Vulnerable Children (OVC) by strengthening the capacities of the Government of the Republic of Cameroon (GRC), civil society, communities and households to provide quality care and support HIV-infected and affected children in Cameroon. The program consists of prevention and case finding activities for OVC as well as ensuring community support for linkage to care and retention among children and adolescents living with HIV.

TERMS OF REFERENCE

You will efficiently provide comprehensive information, clerical, and accounting services to assist the Finance Department in executing processes and delivering service needs that support high-quality programs serving the poor and vulnerable. As part of an experienced finance team you will deliver quality support in your role, applying clearly defined accounting and financial reporting processes, procedures and service standards.

Duties and Responsibilities

  • Complete standard financial documents (vouchers, wire transfer requests, checks, etc.) following a sample template with prescribed guidelines and circulate as needed.
  • Provide administrative and clerical support to financial transactions processing. Prepare, type, photocopy, and scan related documentation. File accounting and financial reporting documentation as instructed.
  • Compile supporting documentation (liquidation/receipt package) to support processing of financial transactions. Communicate with staff, subrecipients, partners, suppliers to follow up on required documents.
  • Perform data entry for financial transactions recording, following validation by the next-level Finance staff.
  • Assure the recording inside chart of account of all financial and accounting transactions in order to prepare the monthly financial report to address to the Finance Manager at central Level with all justifications;
  • Focal point for the treatment of bank reconciliation statement by month with the goal to transfer all proof documents concerning this bank information’s control at central level;
  • Review of beneficiaries' financial reports in the field
  • Focal point for the treatment of cash reconciliation statement by month with the goal to transfer all proof documents concerning this cash information’s control at central level;
  • Keep custody of various documents (e.g. blank/undelivered checks, fuel coupons, etc.).
  • Manage the vehicles and generating sets of the project.
  • Collect each end of the month the logsheets and send them to the logistics department in Yaoundé;
  • Monitor the maintenance and repair of vehicles and generators
  • Regularly check and remind drivers safety rules on board the NECC vehicle
  • Ensure reliable fuel management. Put in place a transparent system for monitoring fuel consumption.
  • Receive and verify all purchase and service requests issued by the project staff.
  • Establish the list of suppliers, have it approved by the central office in Yaoundé and ensure its quarterly update.
  • Prepare and maintain the due diligence of NECC suppliers and service providers;   
  • Ensure regular and timely payment of rents and taxes.
  • Ensure the supervision of the project driver (s).

MINIMUM QUALIFICATIONS

Education and experience

  •  Bachelor's degree in Accounting Finance, Administration, Master's degree would be an asset 
  • At least 2 years’ experience in the successful financial management of internationally funded projects
  • Good understanding of USAID project funding rules and regulations and reporting requirements.
  •  Proven skills in financial supervision of USAID-funded projects
  • Good knowledge of local legislation in the areas of taxation and local regulatory reporting requirements as well as the OHADA system is required

  • Good planning and organisational skills

Language required / desired:   Must be bilingual, Professional Proficiency in English required.

Travel required:  30% of travel in Cameroon.

  • Supervisory relationships:  N/A
  • Internal:  NECC KIDSS staff at the Central and Zonal Level
  • External: KIDSS local implementing partner staff.
