For the Global Environment Facility (GEF) project in Cameroon, we are looking for an Environmental and Social Safeguards Officer (ESSO) who will provide technical support and constant monitoring of the implementation of an environmental management framework (ESMF), as well as a Stakeholder Engagement Plan (ESP) associated with the project document.

Mission of the department:  
The Council of the Global Environment Facility (GEF) approved the 6-year Congo Basin Sustainable Landscapes Impact Program (IP CBSL), which includes a regional component, managed by UNEP, and several national children’s projects in Congo Basin countries.  
The Cameroonian Child Project is managed by WWF-US as GEF agency, executed by the Ministry of Environment, Nature Protection and Sustainable Development (MINEPDED) with WWF Cameroon as financial administrator . It addresses drivers of forest loss and degradation through strategies to strengthen the integrated management of Cameroon’s globally significant forest landscapes in the Congo Basin, to ensure its biological integrity and increase economic opportunities and livelihoods of forest-dependent people.  
Over the six-year project period, these strategies will be advanced through the implementation of five components:   
? Integration of integrated land use planning and management (LUP); 
? Improving the effectiveness of the management and governance of high conservation value forests, and targeted interventions to protect their threatened species; 
? Advance sustainable forest management (SFM) through non-timber forest products (NTFP) and hardwood value chains; 
? Increase the benefits derived from biodiversity through the development of sustainable tourism; ? Monitoring and evaluation (M&E), knowledge management (KM), and regional coordination.  

The project targets Cameroon’s key transboundary forest landscape, stretching from the Rio Maritime Landscape
Campo on the coast, through the Cameroon segments of the Tri-National Dja-Odzala-Minkebe (TRIDOM) and Tri-National Sangha (TNS) landscapes to the east. The target areas for project interventions under each strategy depend on site-specific considerations, including the potential to achieve significant results within the six-year project period, baselines and available co-financing, and the ability to manage all environmental and social safeguard considerations. Several partners and subcontractors will be involved or hired for the implementation of the various project tasks. Their contribution should be coordinated and constantly monitored with regard to environmental and social safeguards.

An Environmental and Social Management Framework (ESMF), as well as a Stakeholder Engagement Plan (PEP) are associated with the project document. They will be implemented throughout the life of the project in order to avoid, mitigate or reduce environmental and social safeguard risks, with the technical support and constant monitoring of a dynamic, talented and engaged.

Main duties :  
The Environmental and Social Safeguards Officer (ESSO) will be responsible for the day-to-day implementation of the Environmental and Social Management Framework (ESMF), including its Process Framework (PF) and Indigenous Planning Framework. He/she will be responsible for ensuring that environmental and social safeguard considerations are managed in accordance with Government of Canada, GEF and WWF requirements.

Main tasks and responsibilities:  
He/she will be responsible, among others, for:
? Monitoring the application of safeguard procedures in accordance with the project safeguard documents in the implementation of project activities;
? Advise and support the implementation of mitigation plans and report issues or deficiencies to the sub-contracting partner to ensure proposed mitigation actions are implemented in accordance with an action implementation plan mitigation agreed by the ESS;
? Support the adaptive development and implementation of the project’s stakeholder engagement plan, for project activities, in line with WWF’s GEF Agency guidelines for implementing the engagement policy stakeholders;
? Ensure regular review of stakeholders at project sites and update of project stakeholder engagement plan as necessary;
? Support the consultation of indigenous peoples (Baka/Bagyéli) through the FPIC process according to the
project’s ESMP and in accordance with the WWF GEF Agency standard on indigenous peoples;
? Ensure an inclusive approach is used when engaging with project stakeholders, following the stakeholder engagement plan, and working closely with the gender and inclusion specialist social, providing support for the implementation of project activities contributing to the sustainable development of local communities and indigenous peoples;
? Maintain the database where all risk reviews, mitigation plans, reports and reviews are stored, and ensure public disclosure of project safeguards; 
? Assist the Project Manager in the development of the AWP/B to ensure the inclusion of ESMP requirements;
? Prepare semi-annual reports on the implementation of the project’s ESMP;
? Work closely with the project monitoring and evaluation specialist to ensure adequate monitoring of the ESMP, using an adaptive management approach;
? Support and collaborate closely with the work of independent consultants who may be engaged to develop specific mitigation plans needed to address additional risks identified during project implementation.




Profile:
Qualifications required:
? A Master’s degree or diploma in an appropriate field: human rights / law / conservation / environment / social sciences; 
? 5 years minimum experience in managing environmental and social safeguards of projects/programmes and multi-stakeholder engagement in the areas of rural development and/or conservation for international development organizations;
? Experience working directly with local communities on development, environment or education projects;
? Knowledge of social dynamics, particularly with regard to indigenous peoples, in rural areas of Cameroon is preferred; ? Experience in Central Africa is strongly desired.

Skills and competencies required:  
? Knowledge of human rights, rights of indigenous peoples, grievance mechanisms and social guarantees;
? Good understanding of legal and policy requirements related to human rights, access to resources, land rights, forest rights and wildlife protection in Cameroon;
? Expertise in developing gender-responsive/women-responsive programs
? Knowledge of evolving challenges at the intersection of conservation and use of natural resources.
? Proven knowledge and experience in rural development;
? Experience in the preparation and implementation of work plans;
? Strong facilitation and negotiation skills at all levels; 
? Good knowledge of the Ms Office suite; 
? Excellent oral and written communication skills in French and English.

Labor Relations:
Internal
Under the supervision of the Project Manager, the Project ESSO will work closely with the Project Gender and Social Development Officer, and WWF Cameroon Indigenous Peoples and Social Management Coordinator. He will collaborate with the Communication, Project Monitoring and Evaluation and Knowledge Management Specialist, Landscape Operational Assistants, Finance Manager and senior WWF CCPO staff working at the various sites.

External
He/she will collaborate with the focal points of the technical departments of MINFOF, MINEPDED, MINEPAT, MINTOUL, MINAS, and other sub-contracting partners and consultants involved in the implementation of the projects.
