  1. CONTEXT

Given the current crisis in the South-West and North-West regions of Cameroon, the Office for the Coordination of Humanitarian Affairs (OCHA) is scaling up its presence to support the mobilization and coordination of an effective and principled humanitarian response.

 

Under the leadership of the United Nations Humanitarian/Resident Coordinator for Cameroon, OCHA maintains an office in Yaoundé and field offices in the Far North (Kousseri and Maroua) and in the Southwest (Buea) and Northwest (Bamenda).

 

Under the general supervision of the OCHA Head of Office, the direct supervision of the Head of Sub-Office, Chief Administration as second reporting officer and the technical support of the Administrative and Finance Officer, the driver is responsible for providing reliable and safe driving services for the OCHA Office, while with the utmost discretion, integrity and sense of responsibility, good knowledge of protocol principles and security issues. The driver must also demonstrate a client-centered approach, courtesy, tact and the ability to work with people of different national and cultural backgrounds.

 

 


 

•            Drive the assigned official (armored or soft skin) vehicle for UNOCHA staff, and possibly counterparts, incl. mission travel and convoys, collect and distribute mail, documents and other items to local authorities, NGOs and banks, ensure the reception of official visitors (Consultants and Experts on mission) at the airport, facilitate immigration and customs formalities if necessary and ensure their travel within the framework of their missions, safe and secure transport goods and equipment;

•            Be responsible and accountable for the daily maintenance of the assigned UNOCHA vehicle(s), as per established checklist, such as, check of oil, water, battery, brakes, tires, medical kit, repair tools etc ... Make minor repairs in case of breakdown, take all the timely provisions for major repairs and ensure that the vehicle entrusted is kept clean;

•            Record the official trips, daily mileage, fuel consumption, oil checks, greasing, etc., in the Log-Book and maintain the vehicle's technical data sheet (dates of technical visit and renewal of insurance); guaranteeing the presence of a complete first aid kit, repair tools and basic spare parts in the vehicle;

•            Ensure cost efficiency through proper vehicle use through maintenance, daily logbook maintenance and other useful arrangements;

•            Provide logistical support for the organization of seminars / workshops related to office activities

•            Ensure that all the formalities required by the regulations are accomplished in the event of an accident;

•            Ensure adequate transport facility for field missions outside the city, in difficult terrain.

•            Serve as an administrative and logistical assistant in support of sub-office activities;

•            Perform any other related duties, within the competence of the driver, assigned by the Head of Sub-Office.

•            Respect UN safe driving policies, relevant national law, zero tolerance non-smoking policy, asset management policy on good guardianship and avoidance of negligence

b) Functional

  • Demonstrated and qualified driving skills of armored vehicles and soft skin vehicles in difficult terrain
  • Demonstrated ability to drive both type of vehicles in convoy settings and difficult terrain
  • Demonstrated ability to repair malfunctioning of vehicles during mission and regular driving
  • Ability to provide the required services in an effective, efficient and timely manner
  • A profound technical and practical knowledge of vehicle maintenance and repair
     

c) Development and Operational Efficiency:

 

  • Relevant and good knowledge of the North West Cameroon region required
  • Convoy driving and good knowledge of radio communication (VHF, HF), incl. use of  Satphone communication required
  • Adequate qualifications and demonstrated knowledge of car mechanics required
  • Qualified armored vehicles driving skills required
  • Check points conduct / behavior a strong asset
  • Defensive driving in difficult areas an asset

 

d) Management:

  • Demonstrated adequate written and oral communication skills
  • Establish strong relationships with customers and external stakeholders

e) Technological skills:

  • Knowledge of armored and soft skin vehicles mechanics, maintenance and repair
  • Appropriate computer skills

 

      f) Personal Mastery:

  • Ability to work under pressure in a complex, multi-cultural environment.
  • Knowledge of relevant rules, regulations and driving policies
  • Ability to maintain and manage vehicles and other relevant equipment
  • Ability to work in multicultural environments.

 

 


a) Education

  • GCE-Ordinary & equivalent CAP/BEPC is required
  • Certificate in automobile mechanics would be a considerable asset
  • Driving license B

b) Experience

  • At least recent minimum two (2) years’ experience as a driver of armored (or similar heavy duty vehicles) and soft skin vehicles required
  • Certification and demonstrated (applied) knowledge of armored and soft skin vehicle maintenance and repairs required
  • Relevant working experience in the Southwest and Northwest regions required
  • Experience in the United Nations System an asset
  • Knowledge of UN relevant protocols an asset
  • Experience as a Clerk / Help in a structure would be an asset

 c) Languages 

  • Excellent oral and written mastery of the English language and good knowledge of French
  • Demonstrated good knowledge of some local languages, especially those used in southwestern Cameroon (Pidjin, Kejom, Ngemba, Bafut, Ngemba, Munga-Ka, Itanikom, Lamnso, Limbum... etc..).
