Duties And Qualifications

Driver

Organizational Setting and Work Relationships

The Driver in the UNHCR Office is normally supervised directly by the Administrative Officer/Associate/Assistant or another staff member when the scale of the Operation so require it. Besides driving, the incumbent is responsible for up keep and maintenance of the assigned UNHCR vehicle(s) as per technical guidance and specifications established by the Organisation. S/he is required to follow strict instructions and security guidance provided by the supervisor. While the basic function of a driver is to drive the official vehicles of UNHCR, s/he may be called upon to perform minor maintenance and repair of UNHCR vehicles.

The Driver has regular contacts with staff within the UNHCR Office and with others (including Partners, government authorities, etc.) outside UNHCR involving a limited exchange of information.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values of professionalism, integrity and respect for diversity.

Duties

  • Drive UNHCR vehicles for the transport of authorized passengers, deliver, and collect documents and other items.
  • Meet official personnel at airports or other locations and facilitate immigration and customs formalities as required.
  • Perform day-to-day maintenance of the assigned vehicles; check oil, water, battery, brakes, tires, etc. and ensure that the assigned UNHCR vehicles are road or waterway worthy and maintained up to the established security standards.
  • Perform minor repairs, arrange for other repairs, and ensure that the vehicle is kept clean.
  • Ensure that the steps required by rules and regulations, or other local procedures, are taken in case of involvement in an accident.
  • Log official trips, daily mileage, gas consumption, oil changes, greasing, etc.
  • Ensure that instructions and security guidance provided by the supervisor and security focal point are strictly followed.
  • Ensures valid documentation for passengers, items or cargo in vehicle.
  • Perform other related duties as required.

For G2D - 2 years relevant experience with Completion of Primary Education or High School Diploma or higher

Nature of the Position (up to 2,500 characters)

The operational area of the Logone et Chari department hosts nearly 33,887 Nigerian refugees, 133,399 internally displaced persons and nearly 43,402 returnees, i.e. 210,688 people whose needs are equivalent to 37.56% of the total population concerned in the Far North region. On December 05, 2021, an intercommunity conflict pitted a group of Massa and Mousgoum farmers against a group of Arab herders in the locality of Ouloumsa Mousgoum.

By way of background, a first inter-community conflict broke out in August 2021, between fishermen of Mousgoum ethnic groups and Arab herders in the Far North region around the sharing of natural resources and forced on the one hand, more than 11,000 Cameroonians to seek refuge in Chad in the province of Chari-Baguirmi and on the other hand, an internal displacement of more than 13,000 Cameroonians towards the localities of Logone Birni center, Zimado and Kousseri. To provide the appropriate responses to this situation, experienced transport assistants are important, particularly ones with prior knowledge of the area as the roads are unpaved and village in which UNCHR operates, not signposted.

The incumbent of this position will be directly supervised by the Administrative Associate. He/she will drive, ensure the periodic maintenance of official UNHCR vehicles, in accordance with the technical guidelines and specifications established by the Organization. The incumbent must have a valid driver's license in categories required in Cameroon to drive the organization's vehicles. In addition, he must have good basic skills in automotive mechanics and knowledge of driving rules and regulations. Similarly, the incumbent must have a perfect command of local languages. Good knowledge of road and traffic safety rules as well as basic and advanced field safety training is desirable. The incumbent must maintain good relations with the local population in order to moderate any misunderstandings with the host population. Previous involvement in emergency situations, including the ability to undertake activities under pressure and in a stressful work environment, is desirable. Knowledge of local languages is strongly required. Also, the candidate should be client service oriented in daily contacts with staff and persons of concern, and demonstrate good interpersonal skills.
