Deputy Program Manager, Vaccines at Clinton Health Access Initiative Cameroon

Overview:

 

Founded in 2002 by President William J. Clinton, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems around the world and expanding access to care and treatment for HIV/AIDS, malaria and other illnesses. Based on the premise that business oriented strategy can facilitate solutions to global health challenges, CHAI acts as a catalyst to mobilize new resources and optimize the impact of these resources to save lives, via improved organization of commodity markets and more effective local management. By working in association with governments and other NGO partners, CHAI is focused on large scale impact and, to date, CHAI has secured lower pricing agreements for treatment options in more than 70 countries. In addition, CHAI's teams are working side-by-side with over 30 governments to tackle many of the largest barriers to effective treatment and care.

 

CHAI started supporting Cameroon’s Ministry of Public Health in 2007 to scale up pediatric and adult second-line anti-retroviral therapy, through donation of lifesaving ARVs and diagnostics; as well as technical assistance for improving the quality of ART and laboratory systems to support HIV care and treatment.  In recent years, CHAI has expanded its support to the Ministry of Public Health to other areas including malaria diagnosis and helping to introduce more effective new treatment for severe malaria, improving access to family planning, point of care diagnostics, mhealth, maternal and child health, and technical support for the Ministry of Health’s drive to sustainably fund healthcare. In early 2015, CHAI launched its vaccines program to apply the techniques it has used to successfully improve access to HIV/AIDS and malaria treatment in Cameroon to vaccines, one of the most cost-effective public health interventions. The focus of the program is to support the EPI in new vaccine introductions, improving vaccine delivery systems, strategic planning and execution, and capability development for immunization

 

Overview of the CHAI Cameroon Vaccines Work

 

Vaccination is widely acknowledged as one of the most cost-effective and focused disease interventions. In addition, the unprecedented wave of new vaccines expected over the next decade has the potential to dramatically reduce the global burden of disease. Although Cameroon has made significant progress in the last decade in improving vaccine coverage and introducing new vaccines, many challenges remain, particularly in the area of new vaccine introductions and vaccine delivery systems.

 

The CHAI Vaccines Program, therefore, aims to increase access to immunization services through five focus areas:Accelerate the introduction and sustain high coverage of new vaccines;transform in-country delivery systems to efficiently deliver both current and future vaccines;achieve affordable yet sustainable vaccine and cold chain equipment prices by shaping vaccine markets and negotiating price reductions for major antigens and cold chain equipment;capability strengthening by assisting the Government of Cameroon to reach its goal of routine immunization coverage for all children; immunization strategic planning and execution by supporting the MOH to develop quality strategic planning for vaccines and its execution


 

Reporting to the Senior Program Manager, the Deputy Program Manager will support the Senior Program Manager (SPM) in leading the team of about eight people to deliver CHAI’s vaccine program. S/he will support the SPM to provide strategic, technical leadership, direction for the program, oversee its development and take responsibility for high quality delivery. S/he will also work closely with CHAI’s Global Vaccine team and interact with Vaccine colleagues across eight countries.

 

Responsibilities:

 

Programme management and strategic vision

  • Provide strategic and technical leadership for vaccine program as agreed with the Ministry of Public Health
  • Drive internal strategic planning and budgeting processes related to the Vaccines work streams and oversee project performance against work plans and budget;
  • Oversee the implementation of the Vaccines program work plans including planning, budgeting, forecasting, monitoring and reporting;
  • Identify strategic areas for expansion or redirection and guide strategic planning or proposal development as needed;
  • Support the SPM in providing strategic orientations for future program development.

 People management

  • Support the SPM in management of the vaccines team on a day to day basis, supporting staff to ensure optimal delivery.
  • Promote effective communication within the program in order to ensure well-coordinated work streams and other CHAI Cameroon programs
  • Ensure effective communication with the SPM and Country Director

EPI and Partner relationships

Deputize for SPP as primary point person to the national EPI program

  • Play a major role in writing programmatic reports and engaging with the Government of Cameroon and partners
  • Build and maintain strong relationships with CHAI donors as a strategic partnershipWorking closely with the CHAI Global Vaccines Team to enlist support, capture and disseminate emerging best practices and ensure alignment with global standards
  • Lead in development of innovative approaches and tools as well as documentation and dissemination of best practices
  • Take responsibility for effective documentation and file management within the programs;

 Perform any other tasks assigned by the Country Director.

Qualifications:

  • Master's degree strongly preferred in a business administration, scientific or health related discipline; or Bachelor's degree minimum with exceptional experience
  • At least four years of work experience in a field requiring both advanced analytics and exceptional presentation skills.
  • Must have verifiable relevant experience from a reputable international Management/Strategy consulting firm. 
  • Experience in a healthcare, preferably a background in vaccines or related field 
  • Understanding of global health and development approaches
  • Experience in the planning and execution of large scale projects; including budgeting and activity planning
  • Exceptional strategic development skills, able to identify and pursue high-impact strategies in complex, uncertain, and evolving environments;
  • Proven program management skills, based on several years of experience in strategic, operational, and/or financial management of complex, multi-stakeholder programs/projects;
  • Exceptional diplomatic and interpersonal skills, and an ability to communicate effectively and build durable relationships with people of varied professional and cultural backgrounds
  • Ability to navigate complex government processes and influence decision-making in a professional and collaborative manner;
  • Very advanced analytical skills and problem-solving with proven ability to develop and apply quantitative models using Excel and other tools to address specific challenges and improve working practices with a focus on outcomes;
  • Exceptional communication skills, including the ability to create compelling, logical presentations, using PowerPoint and other tools, and a structured and assured oral and written communication style
  • The ability to build relationships and influence stakeholders
  • Experience structuring and leading evidence based decision making processes
  • Proven track record working in challenging multi-stakeholder environments 
  • Must be fluent in English and French, with exceptional writing skills in English and French
  • Entrepreneurial mindset, including ability to work independently, self-motivate, and propose and implement new ideas
