SCOPE OF WORK  

JOB TITLE: Customs Clearance Officer 

PROJECT: Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) 

                   Cameroon 

 

Background 

 

The purpose of the Global Health Supply Chain (GHSC) – Procurement and Supply Management (PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health. In supporting USG-funded global health activities, GHSCPSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain. 

 

At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives: 

  • Global Commodity Procurement and Logistics
  • Systems Strengthening Technical Assistance
  • Global Collaboration to Improve Long-Term Availability of Health Commodities.

 

The Customs Clearance Officer will work under the supervision of the Procurement Specialist. His/her responsibilities include:

  • Assist the Procurement Specialist to ensure smooth operation of the shipping process and the timely receipt of health products procured with funding from PEPFAR and PMI.
  • Review suppliers and manufacturers export documentation such as Air Waybill, Bill of Lading, packing lists, etc. to ensure accuracy, completeness, and compliance with government regulations, prepare the required documentation and obtain endorsement from the necessary Cameroonian Government Agencies
  • Work closely with the in-country clearing and forwarding agent in Yaoundé and Douala to ensure expeditious clearance and forwarding to the Regional Funds for Health Promotion

(RFHP) in Centre and Littoral regions of the GHSC-PSM-procured commodities

  • With the clearing and forwarding agent, ensure proper storage (e.g. security and cold storage) for the commodities until they can be forwarded to final delivery destination.
  • Coordinate with the Consignee and the clearing and forwarding agent the application, processing, and acquisition of import duty waivers
  • With the clearing and forwarding agent, trouble-shoot problems with shipments as they arise. Ensure the protection of GHSC-PSM from delay, loss, damage, and the payment of avoidable charges like double handling, demurrage, etc.
  • Upon delivery, in collaboration with the FO Sr. Warehousing, Inventory and Distribution Advisor, work with Centre and Littoral RFHPs to complete goods receipt and ensure full compliance of products and quantities delivered between the Purchase Orders and Supplier Invoices and Packing Lists.
  • Generate Proof of Delivery (POD), verify vendor invoices ‘correctness and keep this documentation on file
  • Initiate investigation and process claims for damaged and lost shipments. Capture and report incidents in the Incident Management System for remedial action
  • Coordinate with other partners in matters relating to timely clearance and delivery of commodities.
  • Perform other duties as may be assigned by the Supervisor

 

Required Skills and Qualifications 

  • University degree in supply chain management, logistics, business administration or management or other relevant degrees.
  • At least two (2) years relevant experience, preferably in procurement, freight & logistics or operations
  • Experience working with a range of partners and clients
  • Computer skills including spreadsheet, word processing, and electronic mail; Microsoft Office Suite preferred
  • Ability and willingness to learn new web-based programs for procurement activities
  • Detail-oriented with excellent interpersonal skills and ability work as part of a multidisciplinary team
  • Ability to communicate effectively with local and international contacts
  • Proficiency in English and French required.

 

Location of Assignment 

 

The location of assignment is Yaoundé, Cameroon, with intermittent travel throughout the country as needed.  

 

Supervision 

 

The Customs Clearance Officer will report directly to the Procurement Specialist.
