Introduction

CES Consulting Engineers Salzgitter GmbH is an independent consulting engineering company with worldwide experience based in Braunschweig, Germany. CES offers solutions to complex multidisciplinary engineering tasks for all civil engineering and related sectors. CES renders services ranging from preliminary investigations to construction supervision and cost controlling, training of the clients' staff, advisory services in the operation and maintenance of installations, as well as the organization and strengthening of public authorities and institutions. CES works mainly in the field of development cooperation and implements infrastructure projects for national high-end clients (ministries and line authorities) funded by international donors.

Job Description

CES is supporting the implementation of the joint Project MINSANTE – AFD/KfW « Amélioration de l’accessibilité et de la qualité des services de santé » in 4 regions of Cameroon with the role of Assistant to the project owner and technical coordinator for the implementation of medical infrastructure construction including equipment provision.

CES is the lead consultant in a consortium. For the successful implementation of this task CES is looking for an expert with minimum 10 years professional experience in construction of buildings in the development context with particular focus on health facilities (hospitals, health centres and health equipment). The team leader will support, manage and sustain the coordination and cooperation between the local steering, managing and implementing partners.

Duties and responsibilities

  • Manage and sustain the coordination and cooperation between the local steering, managing and implementing partners
  • Manage, lead and counsel the members of an interdisciplinary project, consortium, local clients and sub-contractors, supported by the HQ and international back-stoppers
  • Oversee and advice on construction process implementation and medical equipment procurement and supply
  • Manage time frames and budgets
  • Maintain actively the link between the local client and the donor organization
  • Prepare comprehensive and timely reports to KfW standard
  • Elaborate and implement strategies and methods for capacity development of partners

Education

Relevant University degree (Architecture/ Civil Engineering/ Development Studies/ Disaster Management)

Experience

  • Demonstrable experience working as a Team Leader with at least 5 years professional experience in Africa, preferably in a development or humanitarian health project context
  • Work experience in Cameroon or in francophone Africa will be an asset
  • Proven track record in successfully managing multidisciplinary international donor projects for construction of social infrastructure
  • Experience in building and maintaining strong cooperative and professional relationships with local and international partners
  • Experienced in proactively managing time frames and budget
  • Experience of project planning and implementation, monitoring and evaluation
  • Ability to write comprehensive narrative and financial reports
  • Experience with KfW (German Development Bank) and AFD standards and FIDIC contract management will be an asset

Knowledge, skills and languages

  • Excellent management and communication skills
  • Experienced in process consultation of local partners
  • Demonstrable skills and expertise in capacity building
  • Good skills in training, facilitation and presentations
  • Fluency in spoken and written French and English
  • Ability to work largely independently
  • Ability to set-up and run a complete office structure
  • Available to work on short notice
  • Self-supporting in computers (Windows, spread sheets, word-processing, e-mail)
