 TERMS OF REFERENCE FOR THE CONSULTANCY RELATED TO THE TRAINING OF BENEFICIARIES / FARMERS 'GROUPS Y1 AND Y2 IN THE PROCESSING OF CERTAIN SPECIFIC AGRICULTURAL PRODUCTS IN THE CARDRE OF THE PRM PROJECT TITLE "STRENGTHENED LIVELI AND FARMERS' GROUPS AND PEACEFUL REFUGEES CAMEROAL HABITATION CENTERS AND PEACEFUL REFUGEES CAMEROAL HABITATION CENTER "; ON BEHALF OF LWF PROGRAM IN THE REPUBLIC OF CAMEROON

As part of its support activities for Central African refugees living in Cameroon in the East, Adamaoua and North Regions in general and in particular those of the PRM year 3 project, it plans to be carried out through a consultant or group of consultants, in the training of groups of farmers of Y1 and Y2 in the processing of various agricultural products within the framework of the PRM project.

INTRODUCTION 

Cameroon currently hosts 412,405 refugees (UNHCR, May 2020). Of these, 293,863 are refugees from the Central African Republic (CAR) registered by UNHCR in the East, Adamaoua and North regions and accommodated in developed sites such as Gado, Ngam, Borgop and in 308 villages. .  

Since the beginning of September 2020, LWF has been implementing the third year of the project funded by the Office of Populations, Refugees and Migration of the United States Government (PRM) for the empowerment and social cohesion of Central African refugees and vulnerable host populations settled in Adamaoua and northern Cameroon, more precisely in the areas of Mbaimboum, Mann Rigara, Ngaoui, Borgop and Gado . Almost 70% of the beneficiaries of the project are made up of refugees and 30% of members of the host community .

  1. TRAINING AIMS

The general objective of this training is to allow beneficiaries to derive added value from their agricultural products, better sales and diversification.

  1. METHODS AND SCOPE OF WORK

The training will be concentrated in the areas where the project is implemented, in particular in the Arrondissement of Touboro in North Cameroon (areas of Mbaimboum and Mann Rigara); Adamaoua region in the Arrondissements of Ngaoui and Djohong (Borgop zone); Eastern region in the Arrondissement of Garoua-Boulaï (Gado zone) . The trainers should undertake the trainings in the most rigorous way possible so that the beneficiaries fully understand all the procedures of each module.

  • Conduct of training (modules, locations and schedule)

The consultant will have to develop an exhaustive estimate of materials, equipment and raw material required for the training. The raw material will be purchased in priority from beneficiaries supported by LWF in order to increase their income. 

The basic methodology should use the participatory approach involving as many participants as possible, based on presentations, practical cases and role plays. Each training session should last Four (04) days littered with theory and practice. The modules to be covered are as follows:

Module 1  : Processing of starches

- Making soap from cassava peelings;

- Production of pastry flour;

- Manufacture of spaghetti and starch from cassava or potato;

- Manufacture of tapioca;

- Manufacture of cassava-based donuts.

Module 2  : Cereal processing

- Transformation of cereals into flour used in the manufacture of bread, cake, cookies, donuts, feed;

- Complete flour for the malnourished;

- Porridge for infants and malnourished.

Module 3  : Processing of pulses and oilseeds

- Soy milk;

- soy yogurt;

- Soy meat; 

- Soy porridge.

- Production of peanut oil;

- Production of soap from peanut oil;

- Production of petroleum jelly;

- Production of hair cream;

- Manufacture of neem oil.

 

Module 4  : Vegetable crop products

 

- Manufacture of juices and jams made from fruits or vegetables (carrot, lemon, mango, watermelon, papaya, guava, baobab, etc.);

- Manufacture of soap, lotion, cleansing milk, hair cream and glycerin based on lemon, carrot;

- Transformation of carrots and lemon into juice and powder.

  • RECRUITMENT OF TRAINERS

A Notice of expression of interest will be launched for the recruitment of qualified trainers (natural or legal person) who can evolve into groups of consultants or trainers with precision of the Leader.

These trainers must meet the following conditions:

  • Have at least a diploma in the processing of agricultural products;
  • Have a good experience in similar trainings;
  • Have a team capable of covering all sessions on time.
  • Have good communication skills and a good ability to lead training sessions on the modules;
  • Have good writing and synthesis skills;
  • Knowing the local language (Fulfuldé) that will be used for the training would be an asset.
  1. SUBMISSION OF OFFERS
