SUMMARY OF JOB DUTIES

Cameroon, like countries around the world, has been shaken by the health crisis due to COVID-19. The exponential proliferation of the disease has forced governments to take a series of drastic measures ranging from closing borders to closing schools and universities. This led to the systematic cessation of teaching from kindergarten to higher education, not to mention vocational training. According to the SIGE, this decision will have affected the education of 7.2 million pupils and students regularly enrolled in public and private establishments throughout the national territory, including around 4.5 million primary school children. (with 47% girls); 1.8 million secondary school students.

In view of the many consequences linked to the closure of establishments which go far beyond the school spectrum, the Government, in collaboration with its technical and financial partners, has drawn up and adopted a national response plan to the impact of COVID-19 in the education and training sector. In support of the implementation of the activities of this national response plan, the Emergency Response Project against COVID-19 in basic education in Cameroon was developed and submitted by the Global Partnership for Education ( SMEs) .

In the implementation of this important project, the Government, with the assistance of UNESCO, has rolled out and adopted a set of alternative solutions through the use of distance learning devices based on Information and Communication Technologies. Communication (ICTs), including the #FocusOnExams Campaign, with the main targets being students in exam classes. Also, teaching programs have been developed and broadcast through several channels (Radio, Television, Social Networks, paper media, etc.).

Despite the limits observed in terms of population access to these broadcasting channels (the ART survey carried out by the INS in 2016, it is noted that 55% of households have a television set at home. This rate of access to television reaches 88% for urban areas and stands at around 31% for rural areas), it should be noted that this distance learning approach nevertheless guaranteed the continuity of learning on the one hand and allowed the completion of the school calendar, although staggered. It should be noted in this regard that the results of the various official examinations do not deviate from the usual statistics.

In addition, in order to deepen the evidence that these distance lessons may have had on learners and the entire Cameroonian education system, the project plans to conduct a study to assess the number of primary and secondary school students affected by the COVID-19 pandemic affected by the distance learning program through radio, television and the internet. This study will also be used to assess the impact/effect of the program on student learning and the expectations of the educational community of the said program in order to make recommendations to the Government and its Financial Technical Partners for the sustainability, if necessary, of this program. integrated distance learning device.

As part of the operationalization of this activity, it is planned to recruit a national consultant with proven expertise in statistical surveys, a good knowledge of the national response plan to the impact of COVID-19 in the education and training sector and the COVID-19 Emergency Response Project in Basic Education in Cameroon.
