Proposal Requirements

Submit a proposal on how to effectively reach the communities of the NW and SW Regions with context specific health sensitization message on HIV, Tuberculosis, malaria as well as Sexual and Reproductive Health and Rights with the related gender implications.

Ø  The organization should be based in the NW and SW Region

Ø  Be primarily focused on health communication, education and sensitization.

Ø  Must be fully registered

Ø  Must be a health-centered NGO

The proposal should contain the following

1) Technical file

I.            Situational analysis and needs assessment

A.      A situational analysis on HIV in the NW and SW, HIV community interventions, as well as the health sensitization and communication needs related to HIV

B.      A situational analysis on Tuberculosis (TB) in the NW and SW, TB community interventions, as well as the health sensitization and communication needs related to TB in the two regions.

C.      A situational analysis on Malaria in the NW and SW, Malaria community interventions, as well as the health sensitization and communication needs related to Malaria in the two regions.

D.     A situational analysis on SRHR in the NW and SW, SRHR community interventions, as well as the health sensitization and communication needs related to SRH in the two regions.

E.      A situational analysis on how gender inequalities affect the HIV, TB, Malaria as well as SRHR in the NW and SW, as well as the health sensitization and communication needs to help fill the gaps.

II.            Key community sensitization topics for each of the items discussed from A. to E. above.

A.      Key community sensitization topics on HIV. Sensitization strategy, target population for a year, means of verification.

B.      Key community sensitization topics on TB. Sensitization strategy, target population for a year, means of verification.

C.      Key community sensitization topics on Malaria. Sensitization strategy, target population for a year, means of verification.

D.     Key community sensitization topics on Malaria. Sensitization strategy, target population for a year, means of verification.

E.      Key community sensitization topics on SRHR. Sensitization strategy, target population for a year, means of verification.

F.       Key community sensitization topics on Gender and health. Sensitization strategy, target population for a year, means of verification.

III.            Develop an implementation plan with timelines and proposed targets and indicators

IV.            Make a financial offer on the cost to accomplish the task

 

2) List of documents to be submitted

        I.            Legalization documents

      II.            Certified location plan

    III.            Refences of past experience in similar task

    IV.            CV of key staff with the relevant expertise to accompany the task

      V.            List of organizational members and their roles

    VI.            List of social media handles and current total number of followers as well as future target number of followers

  VII.            Social media handles links on sample sensitization materials

3) Submission of offers

v  The offer must be submitted at the Reach Out Regional Office, GRA, Buea in the South West and a discharged receipt signed by the Reach Out –The Global Fund Administrative and Finance Assistant.

v  Offers must be received before the deadline specified above. The offer and all correspondence and documents related to the tender must be written in English.

v  All offers must be submitted in one copy signed and marked “original” and Four copies signed and marked “copy”. In case of discrepancies, information in the “original” shall prevail on “copy”.

v  All offers, inclusive of any annexes or supporting documents, must be submitted in sealed envelopes bearing only:

a) The address;

b) The words “Not to be opened before the tender opening session”;

c) The name and address of the Tenderer.

4) Evaluation of offers

Reach Out has in place a selection committee to carry out the evaluation and selection process. Tender proposals will be assessed by the Selection Committee against set criteria, including bid eligibility, the extent to which the requirements have been met, and the overall value for money proposition. Reach Out can also:  

·         Reject all of the proposal’s tenders if they do not meet the minimum requirement

·         Re-launch this request for Tenders

The successful tender will be expected to enter into a formal contract with Reach Out NGO. While Any attempt by the Tenderer to obtain confidential information, enter into unlawful agreements with competitors or influence the selection committee or Reach Out during the process of examining, clarifying, evaluating, and comparing tenders will lead to the rejection of its offers and may result in the termination of a current contract where applicable.

Reach Out will not be liable for any costs or expenses incurred in the preparation of the tender. Reach Out reserves the right to keep confidential the circumstances that have been considered for the selection of the offers. Part of the evaluation process may include a presentation from the Tenderer and a site visit by an appointed Reach Out staff.

NB: Only Reach Out’s internal procedures would be used in the evaluation of the tender process.

5) Contract Payment terms

Payments will be made only after the production and delivery of all tendered items.

Note: Payments will be done via bank transfer.

The following should appear in the pro forma and final bill:

-          Amount before tax (ABT)

-          Value Added Tax (19.25% of the ABT)

-          Income on revenue (5.5% of the ABT)

-          Amount After Tax

-          The net to be paid should be the amount before tax

The pro forma and the final bill should be stated in figures and in words as at the amount after tax.

 

NB: (1) The documents required and listed above must be valid, failing which they will be rejected. (2) Any non-compliant file will result in the penalization of the organization/institution concerned as seen fit by Reach Out. (3) Any false declaration will lead to the rejection of the candidate's file. (4) The dossier submitted with an acknowledgement of receipt must also contain all documents likely to justify the answers contained in the institutional analysis sheet of the organization/association.

 

DATE, TIME, AND PLACE OF SUBMISSION OF APPLICATIONS

Applicants are expected to submit their application files in English in 05 copies, one (01) original and four (04) copies. The application files are to be submitted at the REO Regional Office at GRA, Buea, in the South-West Region.

Candidates Application files should read; TENDER FOR THE POSITION OF A COMMUNICATION SUB-SUB RECIPIENT FOR THE GLOBAL FUND NFM3 PROJECT IN THE NORTHWEST AND SOUTHWEST REGIONS.

THE CALL WILL BE OPEN FOR 14 DAYS FROM THE DATE OF LAUNCHING. APPLICANTS SHOULD SUBMIT THEIR APPLICATION FILES FROM TUESDAYS TO FRIDAYS AS FROM 9:00AM TO 4:00PM
