Summary

Job Description

The Cash and Livelihoods Assistant of the Economic Recovery and Development (ERD) program is a fundamental position in the field for the implementation of cash transfer activities. The assistant spends most of his/her time in the field to identify target communities, build relationships with community authorities, participate in the implementation of field activities such as community mobilization, profiling of potential beneficiaries, selection of beneficiaries using a participatory community-based approach, distribution of tools to ensure transfers, participation in cash payment to beneficiaries, assist in all form of livelihood activities implementation (trainings and working with beneficiaries), registration of complaints and support of beneficiary households in better management of their resources.

INTERVENING ZONE

The Cash and Livelihoods Assistant will be based at Ekondo Titi or Mundemba in Ndian division of the South West region.

OBJECTIVE OF THE POSITION

  • Lead the community mobilization process, implement a community participatory approach to targeting for the identification and registration of project beneficiaries
  • Participate in daily activities related to cash transfer in the field, Support households in the good management of financial resources
  • Follow up on complaints

Responsibilities

  • Under the direction supervision of the ERD Officer, the cash and livelihoods assistant will:
  • Support the distribution of cash to beneficiaries either by use of vouchers or other cash delivery mechanisms,
  • Carry out community mobilization and sensitizations on cash transfer,
  • Conduct Post-Distribution Monitoring and Focus Group Discussions,
  • Document field achievements, challenges and lessons learned to integrate into project activities,
  • Support the preparation of project reports on cash transfer and/or livelihoods activities,
  • Perform other activities as may be assigned from time to time by the supervisor or ERD team.
  • Participate in sensitizing key stakeholders, communities and targeted households on program objectives, deadlines, rights/obligations and on program activities in general,
  • Ensure the community mobilization process in the targeted geographic area. Participate in the identification, registration, and selection of project beneficiaries according to selection criteria defined by a community-based targeting approach
  • Work in close collaboration with Complaints Management Committees and collaborate with them in the identification and selection of beneficiaries
  • Participate in the distribution of cash and non-food products to beneficiaries
  • Actively participate in beneficiary training
  • Perform other tasks requested by the ERD program hierarchy or necessary for the organization.

TECHNICAL QUALITY

  • Collect all relevant data during the implementation of the project and provide regular reports to his supervisor
  • Monitor the beneficiary payment/redemption process by local operators/vendors during distribution deadlines and manage or escalate related complaints.
  • Assist in data collection during surveys and post-distribution evaluations when needed
  • Manage complaints from beneficiaries and non-beneficiaries
  • Supporting households in the proper use of financial resource
  • Ensures security, safety, and confidentiality of safe spaces in the intervention areas.

MONITORING

  • Prepare and submit weekly/monthly plans/reports.
  • Proactively identify the challenges faced by community mobilizers, proposing solutions in line with the objectives and activities of the program.
  • Liaise with the IRC team to ensure good referral of cases between programs.

GENERAL

  • Adheres to the IRC Way (IRC Ethics).
  • Ensures the optimal implementation of the IRC Way in the working environment and during the implementation of activities.
  • Portrays exemplary good behavior by implementing both the IRC Way and humanitarian principles at home and in the society.
  • Is available to perform any other ad hoc tasks deemed useful by his / her direct supervisor or by the IRC.
  • Contributes to the production of the weekly report and the monthly report or any other reports requested by the supervisor.
  • Actively participates in weekly ERD team meetings as well as in internal and external trainings, team retreats and other meetings or workshops.
  • Track complaints and document lessons learned, best practices.

Qualifications

  • Holder of GCE Advanced level certificate/diploma or any equivalent certificate/diploma.
  • A minimum of two years of professional experience in a company or in an NGO, CSO with community development initiatives preferably, a proven capacity in community mobilization, identification, registration, and selection of beneficiaries is highly required.
  • Understands and speaks local languages fluently and a good ability to speak and write English and Pidgin English.
  • Have a good behavior and a respectful attitude towards beneficiaries, local authorities, community leaders, colleagues, and superiors.
  • Knowledge of other local languages of the community, as well as of the cultures and traditions of the community would be an asset.
  • Be flexible; be able to work in a team, sometimes under pressure and often in an unstable security environment.
  • Basic knowledge of computer tools: Word, Excel, Power Point and MS Outlook would be an asset.
  • Have a sense of organization and a strong ability to manage time.
  • Have excellent interpersonal and teamwork skills.
  • Be of Cameroonian nationality.
