METABIOTA Cameroon is recruiting subject matter experts to support a new CDC/PEPAR program to improve the quality of diagnostics and laboratory services for the diagnosis, treatment, and management of HIV in Cameroon. The project will focus on improving indigenous laboratory capacity for diagnostics, HIV proficiency testing, referral networks, rapid HIV testing continuous quality improvement, and national laboratory information management systems. The position will be based in Yaoundé, Cameroon.

Point-of-Care HIV-related Quality Management Advisor

The Point-of-Care HIV-related Quality Management Advisor will work closely with the Government of Cameroon, health system stakeholders and PEPFAR IPs to focus on diagnostic practices to understand challenges of POC testing, as well as strategies to overcome these, as we view implementing diagnostic tests as an ongoing process. Since the settings and the test have their own histories, assumptions, practices and understandings inscribed in them, the POC QM will attempt to ensure that by implementing tests successfully both the setting, including its organization of the workflow, workforce, its infrastructure, interaction with patients and standards, and the tests are being shaped and adapted.

The Point-of-Care HIV-related Quality Management Advisor will report to the Program Manager and Principal Investigator, and in some circumstances to the Project Director.

Specifically, the The Point-of-Care HIV-related Quality Management Advisor will be responsible for:

  • Planning of activities: Conduct situational analysis, plan financial and human resources, select, and assess sites, review all policies on quality assurance, review the standards of quality for point-of-care testing, and develop an operational working plan.
  • Implementation/strengthening:
    • Set priorities for implementing quality assurance, provide to IPs and supported sites SOPs for POC, improve training (materials & courses) and ensure that all point-of-care testers are certified, strengthen the supply chain for quality assurance, advocate for internal supervision and sites certification, provide technical assistance to MOH and IPs;
    • Integrate the national coordination team for the quality assurance of point-of-care testing;
    • Organize informational meetings with MOH and Implementing Partners;
    • Provide updates about point-of-care testing quality assurance as per international, regional and national standards;
    • Support the process of making diagnostics work by making the intervention fit with different understandings of local reality;
    • Set focus on what providers and patients do to make HIV POC tests work and how they manage constraints; highlight the different adaptive strategies that are necessary to overcome specific challenges.
    • Ensure the strategies to deal with challenges are properly documented by public health data and analyzed in the biomedical literature on POC HIV-related diagnosis and management in order to inform decision makers' understanding of the contexts within which diagnostic devices and policies need to function.
  • Evaluation and sustainability of the quality assurance at POC: use monitoring data for decision making, generate a dashboard where data can be reviewed, review the objectives of the implementation plan and assess the progress to date, convene a technical working group to identify strengths and gaps, compile best practices from national monitoring and evaluation reports, hold stakeholder meetings, advocate for operational (qualitative) research with the aim to examine barriers to POC testing.

Required Experience

  • An advanced degree in public health or a related field is required. Candidates with HIV/TB care and treatment experience at the facility level including field-level HIV testing process.
  • A minimum of two years’ of progressively responsible, related experience is required.
  • Experience on PEPFAR-funded projects desired.
  • A strong track record of successfully managing programs, including previously serving in a senior management role.
  • Demonstrated experience working with a broad range of stakeholders on the development of national strategies, plans, and programs
  • Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, CDC, USAID, PEPFAR, and other donor organizations.
  • Demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication, and negotiation skills.
  • Excellent oral and written communication skills in English and French
