Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.
Description of task

Within the delegated authority and under the supervision of the UNOCT Gender Adviser or his/her designated mandated representative(s), the UN Volunteer Programme Support Officer will:

 

  • Support planning and implementation of activities and processes for the organization and delivery of high-level events, expert meetings, technical missions, capacity building and other programmatic activities related to gender and CT/PCVE;
  • Prepare background and briefing papers and notes, as well as talking points in preparation for a variety of internal and external meetings; take notes and prepare meeting summaries and note for the files, as required;
  • Drafting correspondence, reports, sections of reports and studies, inputs to publications and technical assistance tools on counter-terrorism matters;
  • Provide inputs to reports, studies, papers on gender and CT/PCVE;
  • Conduct research, analysis and present information gathered from diverse sources to undertake context specific and thematic gender analysis as required for the implementation of existing and/or the development of new programmes, projects and policies across UNOCT.
  • Develop and prepare communication and advocacy activities, including newsletters and press/public information duties, as well as the production of advocacy and communication materials (e.g. factsheets, brochures, presentations) in close collaboration with the UNOCT Public Information Office/Communication Section;
  • Contribute to populating the internal UNOCT gender wiki page with resources on Gender and CT/PCVE and provide regular updates on relevant events and resources to the Gender Task Force
  • Support the development and design of tools and guidance for gender mainstreaming and gender responsive consultations within CT/PCVE programmes and projects;
  • Contribute to the development of specialized training programmes, assisting in the design and implementation of training content and activities;
  • Assess and identify capacity building needs of concerned internal and external stakeholders and assist other staff members and consultants on training workshops and other relevant initiatives; and prepare and participate in national expert workshops, sub-regional/regional workshops, as determined;
  • Liaise with relevant partners and stakeholders for timely implementation of the Gender Policy Action Plan and the Global Gender Programme;
  • Assist in the revision and updating of project documents;
  • Participate in the development, implementation and evaluation of an M&E tool, monitoring and analysis for the development of a report regarding the implementation of the gender marker, assigned programmes/projects, and identify problems and issues to be addressed and proposing corrective actions, liaising with relevant parties and identifying and tracking follow-up actions.

 

  • Any other related tasks as may be required or assigned by the supervisor.

 

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

 

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
  • The functions of the United Nations Volunteer (UNV) will be result-oriented with expert advice and assistance, and will involve contextual analysis, facilitating workshops, and writing reports. Furthermore, the UNV will not be engaged for or nor made to perform functions with fiduciary, certifying, approving, supervisory, managerial, representational duties and responsibilities or those usually performed by regular staff members

Advanced University Degree (Masters or equivalent) in Gender studies, International security, Counter-terrorism or in a related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

  • Have affinity with or interest in Gender Equality within CT/PCVE, volunteerism as a mechanism for durable development, and the UN System.

  • A minimum of three years experience in policy development, development of thematic policy briefings, analytical report writing and training development.
  • Relevant experience in conducting research and/or as a practitioner with a minimum of two years in gender, international security and CT/PCVE related issues.
  • Strong analytical skills and ability to conduct comprehensive normative, policy and programmatic research on a range of issues, including those of a complex nature.
  • Proficiency in drafting and ability to prepare well and under time pressure briefs, opinions, statements and other written materials. Knowledge of relevant institutional mandates, policies and guidelines.
  • Professional competence and mastery of gender and counter-terrorism analysis
  • Experience in the organization of events is an asset, as is experience working in the UN or other international development organization
