ROLE PURPOSE: How does this post support Plan’s strategy and mission?

This project therefore consists of strengthening the food security and nutritional situation of Central African refugees through cash transfer activities (CBT), conditional in-kind distribution, improving the nutritional situation of children aged 6-23 months (BSFP), improving their living conditions and protecting their livelihoods through asset creation activities in emergency situations. The aim is to improve the food consumption score of food-insecure households and limit the use of erosive coping strategies, and thus protect the assets of refugees by providing them with food support and education on good nutritional and hygiene practices.

The achievements of the project are linked to Plan International Cameroon areas of global distinctiveness (AoGD) and aim to promote girl’s equality and rights..

DIMENSIONS OF ROLE:

The Cash Based Transfer Project Officer position is responsible for carrying out all aspects of program delivery through cash based programming which can be conditional or unconditional cash transfer.

The Officer spends most of his/her time in the field, identifying priority needs and target vulnerable communities, conducting beneficiaries’ verification assessment, conducting market assessment in the areas of needy community, conducting post distribution monitoring, establishing relationships with community, local government and leaders, overseeing field-level operations, such as the delivery of materials/inputs, registration of complaints, and crosscutting activities.

Under the supervision of the Project Coordinator, the Project Officer will have to perform the below main activities:

Project Planning and Implementation

  • Apply technical knowledge and skills to implement and/or assist in community delivery of cash based programs;
  • Promptly identify and recommend solutions to cash based technical issues
  • Prepare Purchase Requests for program supplies/activities and liaison with field SC and finance team to undertake field procurement as designated and authorized.
  • Participate on the on job training of how the e-voucher system works, how to handle data using thee- devices (offline and online); on how to handle the e-devices (e-voucher reader, Smartphone with application, and e-voucher) including the hand over process with the vendors
  • Participate in the process of identifying beneficiary communities/targeting based on robust and participatory criteria, assist other CTP staffs, if any
  • Ensure appropriate community messages are transferred to the beneficiaries, local government partners, vendors, non-clients and other key actors
  • Ensure training/re-orientation of the vendor staff e- voucher system
  • Ensure the conduct of beneficiary feedback and response mechanism (BFRM) activities are undertaken and also serve field focal point for handling the BFRM data base
  • Work with and provide timely technical support to the implementing partners; maintain respectful and constructive relations with partner staff
  • Fully comply with Plan International safety and security procedures and provide input to security monitoring and assessments to enable and promote a safe and secure environment for program implementation

Project Monitoring and Reporting

  • Assist in the collection of data, conduct of assessments (needs, market, risks and security) and provide input for concept note/ proposal development forecash transfer project in collaboration with the local community structures and community members
  • Monitor progress against grant work plan; promptly identifying any current or potential delays
  • Produce/contribute to Plan International and donor reports as per set schedules (monthly, quarterly and annually) on grant activities, indicators and achievements.
  • Assist his/her supervisors to ensure all monitoring activities are fully documented, including systematic and timely data collection as required under the grant and for M&E purposes.

Capacity Building and Coaching:

  • Aware the communities, government partners and stakeholders to consider cash response as one modality at appropriate situation.
  • Capacitate the community facilitators, staffs under his/her supervisee, and others (if any) on cash Transfer Programming (CTP).
  • Support and coach the FSP to meet the humanitarian principles during Cash Response program/facilitating the payment to the beneficiaries.

Coordination and Representation

  • Work collaboratively with Plan International supply chain, finance and admin/HR staff to process Purchase Requests, and Payment Vouchers,
  • Represent the Plan International on Cash coordination meetings at different level like region, zone and site level.
  • Identify and work very closely with Financial Service Providers (FSP).
  • Build good team sprit with all the stakeholders including program and support staff.

The CBT Project Officer must maintain good collaboration and communication with beneficiaries, retailers, the complaints committee, and other stakeholders in the area.

Other

Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE:

Qualifications
  • Minimum 3 years for 1st degree and 2 years for post graduate Degree in Agri-Business Management, Economics, Marketing, Rural Development, Banking, Project Management or similar with at least 03 years experience of the position demand
  • Proven abilities on cash based program (specific abilities or skills required)
  • International NGO experience is a plus
  • Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to work under pressure well.
  • Good communication and interpersonal skills.
  • Fluency in English, French required and also other local languages preferred
  • Have knowledge of behaviour and people habits of the target area might be an added value
Knowledge
  • Knowledge Cash Based transfer and Food distribution activities
  • Understanding of integrated development issues and critical analysis of child poverty
  • Knowledge of theories of child-rights programming and child protection (programmatic and safe-guarding)
  • Demonstrated experience as a development professional in planning, implementing, monitoring and evaluating programs

The position holder will work in a typical office environment with some of his/her colleagues in the same office environment and others in the field.

High level contact- the job responsibilities of this position does will require the post holder to frequently have any one-to-one contact with children.
